FINDING OF NO SIGNIFICANT IMPACT
PLANT EXPANSION AND PHOSPHORUS REMOVAL FACILITIES
The State Environmental Policy Act (G.S. 113A-1 through 10) required
that the Division of Environmental Management determine whether a proposed
major agency action will significantly affect the environment. The
proposed expansion and phosphorus removal facilities for the Goldsboro
Wastewater Treatment Plant is such a proposed action.
In order to determine whether the proposed Wastewater Treatment
Plant project will cause significant environmental impacts, an
environmental assessment has been prepared. This environmental assessment
is,attached. It contains detailed information on the key issues,
including a description of the proposed facility and a summary of
probable environmental impacts. From the assessment it is obvious that
environmental impacts resulting from this project will be minimal.
Mitigative measures will be taken to limit impacts.
On the basis of the analysis of the impacts as shown in the
environmental assessment, no environmental impact statement (EIS) will be
prepared. The overall impact should not be substantial enough to warrant
the preparation of an EIS. This FONSI completes the environmental review
record which is available for inspection at the State Clearinghouse.
Summary of FONSI for publication in the Environmental Bulletin:
After completion of an environmental assessment under G.S. 113A-1
through 10, a finding of no significant impact (FONSI) has been made in
the case of the proposed expansion and phosphorus removal facilities for
the Goldsboro Wastewater Treatment Plant.

Today I received a telephone call from Mayor Hal Plonk of
Goldsboro about the wastewater treatment plant which was
built according to State requirements and which was opened
in March of 1987. On September 30, 1988 the permit to
operate''the plant expired and the City of Goldsboro received
a notice from Paul Wilms' office making several changes in
the operating capacity and other matters affecting the
plant. I am told that new requirements were.also added.
The City Manager wrote to Paul Wilms on September 22 to
explain the situation. The letter was not answered, so
another letter was written by the City Manager on October 25.
In the letters, the City objects to conditions of the permit
and the City officials oppose the revised affluent limita-
tions in the new permit.
Mayor Plonk said.the City is not trying to be hard to get
t along with; however, they do not understand why there have
to be changes in the operation of the plant after such a
short period of time and when they built it according to
State specifications. One of the things they are most upset
about is the non -response to the September 22 letter.
Please call or have the appropriate person call the Mayor,
or the City Manager, and see if this situation can be ironed
out to the satisfaction of both parties.
The lack of response is a serious concern of the Governor's
Office and I hope this can be corrected.

Dear Mr. Wilms:
On September 22, 1988, we wrote to you protesting the revised effluent
limitations as set forth in the draft permit we received in early September.
We received our new permit on October 19, 1988, and find that the effluent
limits are the same as those on the draft permit.
We protest the change in effluent limits which have been incorporated in
our new permit. The basis for this protest was set forth in our letter
of September 22. Another copy of this letter is enclosed. We hereby request
a waiver or discharge permit modification pursuant to Regulation 15 NCAC
25 .0508(b).
We request that our permit effluent limitation be modified and that, with
the exception of the limit on total phosphorus which will begin on May
1, 1993, the modified limits be the same as on our permit which expired
on September 30, 1988.

The City of Goldsboro's current wastewater discharge permit No. NCO023949
expires on September 30, 1988. Application was made to the Division of
Environmental Management for a permit renewal in March of 1988. The
City received a draft of the proposed permit conditions in early September,
1988.
I am very concerned to find that the proposed plant effluent requirements
are much more,_strict than.those of the permit now in force. The existing
and proposed requirements are summarized on Exhibit I.
As a result of well publicized information the City anticipated a phosphorous
requirement in its renewed permit. The City has initiated planning and
engineering to meet the phosphorous limits. Our very serious concern is
about the following proposed changes in our permit:
1. BOD5 is proposed to be reduced from 30 mg/1 to 15 mg/1 during
periods from April 1 through October 31.
2. A new requirement is proposed ammonia of 8 mg/1 as nitrogen
during periods from April 1 through October 31.
Goldsboro's new wastewater treatment plant was put in service on March
9, 1987. Since the start-up period, the plant has been meeting or
exceeding its current permit requirements. However, the new plant was
designed to reliably meet standard secondary treatment requirements,
i.e., BOD5 30 mg/l, TSS 30 mg/1. The plant was not designed to meet a
BOD5 limit of 15 mg/1, nor was it designed to remove ammonia.
Engineering work is now underway for a project which will increase the
capacity of the Goldsboro treatment facility from 6.735 MGD to 10.1 MGD.
The proposed permit requirements may add significantly to the cost of
this project.

It is my understanding that the effluent limits for which the City plant
was designed were established by DEM after a thorough field sampling
program and computer modeling study. The City of Goldsboro intends to
operate its waste treatment facility as efficiently as possible. I
feel, however, that because of our recent higher discharge quality, the
City is now being penalized. I do not understand what conditions have
changed so drastically as to now motivate DEM to alter these standards
so soon after its earlier evaluation. I, therefore, request that,
except for phosphorous limits, the existing discharge quality requirements
be extended for the City of Goldsboro.
