PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS
1. Existing treatment facility
a. What is the current permitted capacity of the facility?
0.500 MGD as a monthly average.
b. Date and construction activities allowed by previous
Authorizations to Construct issued: 0021555AC issued
December 1, 1983, for the construction of sludge drying
beds.
C. What is the actual treatment capacity of the current
facility? The Town's wastewater treatment plant is
permitted for 0.500 MGD.
d. Please provide a description of existing wastewater
treatment facilities: The existing system consists of a
bar screen, dual aerated grit chambers, an oxidation
ditch with mechanical rotors, dual secondary clarifiers,
effluent chlorination, and post aeration.
2. Please provide a description of proposed wastewater treatment
facilities: The proposed system will include the construction
and operation of a covered,concrete pad with an underdrain to
the head of the plant be used for the storage of stabilized
sludge, and the construction of two (2) additional sludge
drying beds. In addition, there will be -,a wastewater treatment
facility to pretreat the wastewater to be .collected from the
solid waste transfer station. The facility .will consist of an
aeration basin (which will receive the approximately 6000
gallons loads from the transfer station), dual effluent pumps,
a flow equalization unit, and a grease trap._
3. Residuals handling and utilization/disposal scheme: The sludge
is stabilized in aerobic digesters, dewatered on sludge drying
beds and will be land applied under the terms and conditions
of water Quality Permit No. WQ0008349.

PART III - EVALUATION AND RECOMMENDATIONS
This report is being generated in response to a request for an
Authorization to Construct the following:
a sto a 1 facility sludge for
the stabilized, dewatered sludge, 2) two ad
ing
beds, and 3) a pretreatment facility for the wastewater collected
from the solid waste transfer station. The fact the Town will no
longer be able to use the county landfill for sludge disposal
effective October 1, 1993, the cost to haul liquid sludge could
exceed $50,000 per year, and the lack of availability to approved
sites except for brief "crop windows" during the growing season has
prompted the Town to consider storage facilities for the management
of their stabilized sludge.
The proposed storage facility and additional drying beds ,�e _
should satisfactorily address the Town's concerns relative to ;i,sre�roy
sludge management. It is recommended that an Authorization to
Construct the sludge storage facilities be issued to the Town of
Newport.
The proposed pretreatment facility will mitigate any impact on
the existing treatment facility due to the addition of the
wastewater being collected from the solid waste transfer stations
in Carteret, Craven, and Pamlico Counties. It is recommended that
an Authorization to Construct the pretreatment facilities be issued
to the Town of Newport which limits the flow from the pretreatment
unit to maximum of 1000 gallons per day, and. requires the
wastewater to be introduced at a uniform rate throughout the day.
