Typically, for Corps of Engineers, when writing a combined decision documents (NEPA/404(b)(1)) associated with
individual permits, the Corps looks at the 8 digit HUC(s) where the impacts occur for the purpose of assessing cumulative
impacts. If there is also a Federal Highways NEPA document, we use that to inform our decision document.

Understood. Our thought was that since the ICE would also be provided to USACE as part of the permit application and
for use in your environmental document (assuming we need an IP), you may want to provide comments on the study

area used for the ICE. If you typically leave that level of detail to FHWA, we will just coordinate with them until it is
completed.

If you are asking for approval to use the FLUSA to prepare the Indirect & Cumulative Effects Study for the FHWA NEPA
document, that approval would need to come from FHWA.
