Dear Ms. Neely:
A Compliance Evaluation Inspection was performed by North Carolina Division of Water
Resources (NC DWR) staff person, Justin Henderson and Lon Snider on October 28, 2019. Mr.
Michael Frazier, Public Works Director, Laura Neely, Town Manager, Aaron Holder, ORC, and
Ed Turner with The Lane Group, Inc. were present during this inspection. This type of inspection
consists of two basic parts: an in -office review of the facility files and self -monitoring data and an
on -site inspection of the facility. While, this inspection mostly reflects compliance with the subject
permit, the following item of concern warrants your attention and action:
1) Failure to obtain field parameter laboratory certification to conduct required effluent monitoring
of pH and TRC, as required by Permit Condition Part II. Section D. (4.). Immediately apply for
field certification for appropriate field parameters or contract a Division certified laboratory
to conduct all required monitoring.
