ADDITIONAL REGIONAL STAFF REVIEW ITEMS On October 31, 2019 WSRO staff made a site visit to the subject facility for a review associated with application for permit renewal. Fred Thomen (ORC), Allen Kerns (BU-ORC), and Larry Chilton (Director) accompanied staff on the visit. The following items from the site visit should be noted: A rain sensor is present on the system and the system is automatically running at times. Need to add rain sensor in the permit system description. Other than the rain sensor the system matches the permit system description. 2. The permit allows up to 39.0 inches/year loading to each irrigation zone. Using the February 2019 NDMR effluent data to calculate PAN concentration in effluent, using the acreage for zone #13, and using 39.0 inches/year loading... If this rate was sustained for 12 months, the PAN loading would be —148 lbs. of PAN/acre/year. The PAN limit for the forested cover present in the irrigation zones would be —100 lbs. of PAN/acre/year. *If annual irrigation loading significantly increases and effluent PAN concentrations remain similar to the 2/2019 data, there is potential for agronomic limitations to be present. WSRO staff will continue monitoring for agronomic loading. If annual loading approaches limits, permit modification to include agronomic limitations and groundwater monitoring may be warranted. Fred Thomen (ORC), Allen Kerns (BU-ORC), and Larry Chilton (Director) accompanied staff on the visit. Below is a summary of notes from the site visit. ❑ The school has changed from a middle school to a 6 — 12 grade trade school. They are not operating at full capacity yet, as they are still in process of transitioning the school to 6 — 12. ❑ The system is automatically running at times. A rain sensor is present and working properly at time of inspection. Need to add rain sensor in permit system description, if not already in it. ❑ It was unknown if the drip system has been calibrated yet. Representatives indicated that Jack Harman may have completed this during a recent visit to work on the system. To check with him for a report. Discussed calibration methods and offered technical assistance if it is desired when the calibrate. Reminded them that calibration is before the current permit expires (February 29, 2020). ❑ The drip system was not operated at the time of the site visit due to rainfall. ❑ Next inspection, irrigation zone #13 needs to be reviewed in operation. Over the most recent 12 reporting months, zone #13 reported up to 8.4 inches/year loading while all 15 of the other zones were in the 1 to 2 inches/year range for loading. CIF ANNUAL IRRIGATION LOADING SIGNIFICANTLY INCREASES AND EFFLUENT PAN CONCENTRATIONS ARE SIMILAR TO 2/2019 DATA, THERE IS POTENTIAL FOR AGRONOMIC LIMITATIONS TO BE PRESENT. IF IRRIGATION LOADING AND/OR PAN LOADING APPROACHES THEIR LIMITS, PERMIT MOD. TO MONITOR PAN LOADING & GROUNDWATER MONITORING MAY BE WARRANTED. ❑ Soil analyses results were reviewed for the period of 2014 — 2018. Several zones had lower pH values reported (discussed proper sampling). No other issues were noted (e.g. no issues noted for metals, sodium, ESP, etc.). The 2019 soil sampling had not been conducted yet.
