Island Enhancements, and Linville River Stabilization Project, Avery County, NC
Dear Ms. Leslie:
On October 16, 2019, Grandfather Golf and Country Club (GGCC) received a letter providing comments
from the North Carolina Wildlife Resources Commission (NCWRC) regarding GGCC's application for a
Section 404 Individual Permit for the subject project. GGCC's responses to NCWRC's concerns and
comments are provided herein for your consideration. NCWRC's comments are included, with GGCC's
responses in italicized text below each comment for clarity.
There are Brown Trout and Rainbow Trout in the Linville River downstream of the project. To allow the
applicant to achieve this work during their off-season, we will allow work to proceed during the second
half of the Brown Trout moratorium. Project activities should be avoided between October 15 and
December 31. The Linville River also supports the endemic and rare Grandfather Mountain Crayfish
(Cambarus eeseeohensis, US Federal Species of Concern, NC Significantly Rare).
GGCC appreciates NCWRC's willingness to grant the variance, allowing work to commence
January 1 in Loch Dornie and Linville River.
A set of three rock sills is proposed for the free -flowing portion of the Linville River upstream of the
lake. This section of the river is natural and is characterized by cobble, boulder, and some bedrock. We
strongly recommend against placing these structures in the river, as they could result in barriers to
aquatic animals.
GGCC has decided to eliminate the originally proposed rock sills in the Linville River from the
current project. If bank stabilization measures are pursued in the future, GGCC will seek
regulatory approval for the work under separate cover as a separate project. Please see the
revised plans, figures, and impact table, showing the modification of the project.
Turbidity curtains will be set up in the lake at two locations downstream of the work areas to minimize
turbidity loss from the work areas to the lake. According to the applicant, equipment will be pulled out of
the project footprint before big storms hit the area. As dredging activity is so extensive and will be
implemented during the trout moratorium, we request that the applicant monitor turbidity at the lake
outfall during lake drawdown, dredging, and refill. We recommend that the applicant work with the NC

Division of Water Resources and NCWRC to develop turbidity monitoring methods, turbidity
benchmarks, and actions to be taken if excessive turbidity does occur.
Please review the attached turbidity monitoring protocol that has been developed for the proposed
project. Methods, benchmarks, and proposed actions to be taken are described in the attached
protocol.
Flows must be maintained within the Linville River at all times per discussions between McGill
Associates and NCWRC in the fall of 2015 regarding GGCC dam maintenance activities and our
comments on the 2017 Individual Permit. NCWRC stipulated that a minimum flow of 2 cfs is to be
maintained at all times, including during pond refill. However, it is our understanding that the NC
GGCC must maintain 1.9 cfs below Loch Dornie per a 1998 NC Department of Natural Resources
letter, and NCWRC supports this slightly lower minimum flow limit for the project.
GGCC acknowledges and appreciates NCWRC deferring to the minimum flows stated in the 1998
North Carolina Department of Natural Resources letter. GGCC wishes to note that the valve
controlling flows into the environmental release channel will remain in its current position, which
is allowing pass -through of between 3 and 4 cfs.
1. Project activities should be accomplished as quickly as possible and vigilance used in sediment and
erosion control during site preparation, construction, and clean up. We recommend that areas be
surrounded by silt fence and/or other measures used to retain sediment at the dredge site.
A combination of diversion barriers, gravityflow diversion pipes, silt fencing, and turbidity
curtains will be used to separate clear water flows from dredge activities and retain sediment
within disturbed areas. Location of the erosion and sediment control measures will change
throughout the project to provide the best protection as different areas are dredged or disturbed.
2. Disturbed areas at the lake and stream bank stabilization areas should be seeded, mulched and/or
matted as soon as possible. Any erosion control matting used should be free of plastic or nylon mesh,
as this type of mesh netting frequently entangles wildlife and is slow to degrade, resulting in a hazard
that may last for years.
As work areas are completed, they will be seeded and stabilized as soon as possible. Erosion
control matting used for surface protection and stakes will be made of biodegradable materials,
specifically coconut fiber matting. Any synthetic materials, such as 2D or 3D geomat, shall be
buried sufficiently so that they are not a hazard to wildlife. The proposed geomat is specified to be
buried under 18 inches of cobble, which will be topped with topsoil and sod or seed for vegetation
establishment.
3. Polyacrylamide and coir log rolls are proposed for placement within the environmental release
channel; these structures should not be placed in flowing streams.
The sediment control measures that were originally specified within the environmental release
channel have been eliminated from the project, in order to comply with the referenced regulation.
Rather than install sediment control measures in the channel, Hazen construction oversight staff
will regularly monitor turbidity in the Linville River at a location that is downstream of the mouth

of the environmental release channel to ensure that any increased turbidity levels are known in a
timely manner. Please see the attached turbidity monitoring protocol for additional information.
Please see the revised plans, figures, and impact table, showing the modification of the project.
4. The planting list provided in the plans is specifies native wildflowers, shrubs, and trees. All
stream bank and lakeshore stabilization areas should be planted with native herbaceous and
woody plants.
Areas that are disturbed for the project that will not be riverine or lacustrine in nature will be
planted with species listed in the planting list or with red fescue. The design plans have been
updated to reflect red fescue instead of tall fescue in turf areas. The USDA has identified western
North Carolina as being within the native range of red fescue.
5. A planting list should be provided for wetlands that will be created as part of this project.
The planting plan has been revised to include the proposed littoral shelf wetland areas. Please
review the revised Sheets L400 and L407, attached.

Grandfather Golf & Country Club Loch Dornie Dredging Operations Turbidity Monitoring
Field Procedure:
1. Turbidity sampling (grab sample tested onsite via calibrated metering device) will be employed
prior to and during dredging operations —see Schedule.
2. One sample will betaken upstream of dredging operations where the Linville River crosses fairway
17 at sample station A (see map).
3. One sample will be taken downstream of Loch Dornie, downstream of the confluence of the
release pipe channel and the spillway overflow channel at station B (see map).
4. Weather description at time of sampling will be recorded (e.g., temperature). Values of turbidity
and weather conditions will be tracked and graphed.
Benchmark and Response Actions:
1. If the downstream sample site turbidity is 10 NTU or less*, dredging may continue.
2. If the downstream turbidity is the same as or lower than the upstream turbidity (e.g., 15 NTU
enters, 15 NTU leaves), dredging may continue.
3. If downstream site measurements exceed conditions under #1 or #2 above, active dredging is to
cease until condition #1 or #2 are met again; erosion control measures (e.g., turbidity curtains)
are to be examined for correct operation.
Schedule:
1. Testing at locations A and B shall be daily, on dredging operation days, defined as days when
machinery actively operates, moving soil or dredge material, below the pre-drawdown water
surface elevation.
2. Testing is to begin prior to dredging operations by one week, minimum, to establish a "baseline;"
see #2 under "Benchmark and Response Actions" above.

3. If conditions #1 or #2 under "Benchmark and Response Actions" can be demonstrated for one
calendar week, then testing may be relaxed to three times a week (e.g., Monday, Wednesday,
Friday).
4. If conditions #1 or #2 under "Benchmark and Response Actions" can be demonstrated for two
calendar weeks, the testing may be relaxed to once a week.
5. Violations of #1 or #2, as applicable, under "Benchmark and Response Actions" during "relaxed"
timeframes will re -impose daily testing requirements.
*from 15A NCAC 02B .0211 FRESH SURFACE WATER QUALITY STANDARDS FOR CLASS C WATERS: (21)Turbidity: the
turbidity in the receiving water shall not exceed 50 Nephelometric Turbidity Units (NTU) in streams not designated as
trout waters and 10 NTU in streams, lakes, or reservoirs designated as trout waters; for lakes and reservoirs not
designated as trout waters, the turbidity shall not exceed 25 NTU; if turbidity exceeds these levels due to natural
background conditions, the existing turbidity level shall not be increased. Compliance with this turbidity standard can
be met when land management activities employ Best Management Practices (BMPs) [as defined by Rule .0202 of this
Section] recommended by the Designated Nonpoint Source Agency [as defined by Rule .0202 of this Section]. BMPs
shall be in full compliance with all specifications governing the proper design, installation, operation, and maintenance
of such BMPs
