(E) Primary Nursery Area: No (F) Water Classification: SA-ORW Open: Yes PROJECT SUNIlVIARY: The applicants propose to construct a private golf club, to include an 18-hole course, a 9-hole short game course, clubhouse, (4) guest/member cottages, parking and maintenance facilities. Eagle Point Golf Club Page 3 course. There would be four (4) elevated golf cart crossings constructed over wetland and water areas within the course. These crossings would be pile construction and 10 feet in width. Originally, the applicants had planned two (2) cart crossings over coastal marsh coves adjacent to Little Creek, but, have since redesigned upland cart paths to comply with the Outstanding Resource Waters buffer requirement of 30 feet from mean high water. The entrance road would include a bridge across the overflow ditch from the existing pond. The bridge would be constructed with thzee (3) concrete arches, supported by piling foundations with concrete caps. The bridge would be 100 feet long and 30 feet wide. The southern side of the bride would also function as a cart path. The center arch would totally span the overflow ditch, and the complete structure would span to the 100-year flood elevation. 10. ANTICIPATED IMPACTS The proposed project would impact the entire highground portion of the tract by the transformation of this upland woodlands to a private golf club. The construction of the proposed golf courses and amenities would disturb approximately 200 acres of land (less the 30 ft. undisturbed buffer along the creek's shoreline) during the clearing, grading, landscaping of fairways, greens, tees, and the construction of structures. The implementation, maintenance, and monitoring of sedimentation and erosion control structures will be paramount in preventing movement of material offsite. Also, there is the potential that improper application of fertilizers and/or pesticides could result in contaminants reaching the adjacent waters. Sircuce October 7, 1998 M&C 14120001.OW (40) Mr. David Brook - Deputy State Historic Preservation Officer NC Department Of Cultural Resources 109 East Jones Street Raleigh, NC 27601-2807 RE: EAGLE POINT GOLF CLUB COAS Dear Mr. Brook: I am writing in reference to the proposed Eagle Point Golf Club (EPGC) located in New Hanover County. The EPGC will be a private 18 hole course located on a 240 acre tract near the landmark of Porters Neck Golf Club. An Archaeological survey was recently completed for the project by Archeological Research Consultants, Inc. (ARC). This study was performed at the direction of Mark Mathis, Office Of State Archaeology. At this stage, EPGC is requesting your review and concurrence on ARC's recommendations. Attached is a copy of a Management Summary of the investigation. The report is recommending further investigation of two areas within the 575' AEC. Further study is not being recommended for the other areas beyond the AEC. We are looking forward to receipt of the final report by ARC upon their completion. Billy Armfield of EPGC has proceeded with due diligence on the planning and permitting of this project. Pre application meetings with the various regulatory agencies, and meetings with the adjacent communities, have occurred. The recent submittal of the CAMA Major application has been coordinated with agencies including CAMA and ACE. Investigations here involved initial shovel test transccts, followed by *mechanical exposure of 250 square meters (including two upland trenches and two lowland trenches) and the hand excavation of two one-meter squares. The second lowland trench uncovered a large Middle Woodland shell-filled pit with excellent preservation of deer and fish bone (recovered through flotation). We recommend Phase III data recovery in the vicinity of this feature, relying on additional mechanical soil stripping. The three historical-period sites in the northern section of the tract (31N14713**, 31NH714**, and 31NH715`•) date to the ante-bellum period of the nineteenth century. These sites may represent a line of slave quarters attached to the Porters Neck plantation, which once encompassed this tract. The area of the sites has been massively disturbed by clear-cutting, and intact remains are highly unlikely. We do not recommend additional archaeological study of these sites. The historical-period farmstead at 31NR716*# appears to date to the twentieth century. Although the site is in a still-wooded area and may be well preserved, its relatively recent age diminishes its research value. We do not recommend additional archaeological study of this site.
