8. PROJECT SUMMARY: The applicant proposes to construct a private/commercial pier 165'
long by 6' wide with a 15' long by 30' wide T-head.

9. PROJECT DESCRIPTION:
The project site is located at 1009 South Seabreeze Road in New Hanover County. The property
is adjacent to the Intracoastal Waterway and is approximately. 1,600' north of Snows Cut and the
entrance to the Carolina Beach Yacht Basin. The High ground property is approximately 100'
wide by approximately 200' deep. The western property boundary is the right-of-way of Seabreeze
Road. The site is flat and averages approximately 7' above mean sea level. The site is vegetated
with Live Oaks and lawn grasses. The waterward edge of the property is stabilized with an
existing bulkhead which approximates the normal high water line (NHW). Waterward of the
bulkhead is an approximately 20' wide area of Smooth Cordgmss (Spartina altemiflora). The
Intracoastal Waterway adjacent to the project site is approximately 900' across.
The Wilmington-New Hanover County Land Use Plan classifies the area as Conservation. The
waters of the Intracoastal Waterway at the project site are classified "SA" by the Division of Water
Quality. The area is designated as a Primary Nursery Area by the Division of Marine Fisheries
and is open to the taking of shellfish.
The applicant is proposing to construct a private/commercial pier 165' in length by 6' wide
connected to a 15' by 30' T-head. No boat slips are proposed at this time. The pier will be used
as a private fishing pier for the Dinkins Family. Because the highground property is zoned
commercial by New Hanover County, the applicants would possibly use the pier in association
with future commercial development of the property. Water depths at the end of the structure
would be approximately -3' at mean low water (MLW). Total project length will be approximately
180' or approximately 160' waterward of the edge of marsh. The waterward end of the structure
will lie approximately 180' from the near bottom edge of the Federal Channel.
10. ANTICIPATED EMPACTS:
The project as proposed will result in the shading of approximately 120 sq. ft. of Spartina
alterni, f lora, and will incorporate approximately 1320 sq. ft. of Public Trust Area. The project
will not extend more than 1/4 the width of the water body, will terminate approximately 180'
from the near bottom edge of the federally maintained channel and can be constructed within the
applicants riparian corridor. The proposed T-head will exceed the 4 sq. ft. per linear foot of
shoreline rule by 50 sq. ft..

• A copy of the deed (with state application only) or
other instrument under which the applicant claims title
to the affected properties. If the applicant is not
claiming to be the owner of said property, then
forward a copy of the deed or other instrument under
which the owner claims title, plus written permission
from the owner to carry out the project.
• An accurate, dated work plat (including plan view
and cross-sectional drawings) drawn to scale in black
ink on an 8 1/2" by 11" white paper. (Refer to
Coastal Resources Commission Rule 7).0203 for a
detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-fine
prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U.S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat
requirements and it must be sufficiently detailed to
guide agency personnel unfamiliar with the area to the

site. Include highway or secondary road (SR)
numbers, landmarks, and the like.
• A Stormwater Certification, if one is necessary.
• A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners and
signed return receipts as proof that such owners
have received a copy of the application and plats
by certified mail. Such landowners must be advised
that they have 30 days in which to submit comments
on the proposed project to the Division of Coastal
Management. Upon signing this form, the applicant
further certifies that such notice has been provided.

Beginning at an iron rod in the eastern line of a 30 foot roadway known locally as

East Avenue (S• R. x'1528), said point being North 3 deg. 30 min. East 132.0 feet from
the northern line of the Sea Breeze lot, said beginning point also being the South-
western corner of the William-Wood lot as referred to in a deed recorded in Book 188
at Page 363 of the New Hanover County Registry; running thence from said beginning
point, along the eastern line of said East Avenue, North 3 deg. 30 min. East 66.0 feet
to an old iron rod, the northwestern corner of the Filliam Wood lot as referred to in a
deed recorded in Book 202 at Page 177 of the New Hanover County Registry; running
thence, along the northern line of said William Wood lot, South 86 deg. 30 min. East
195.0 feet to an iron pipe on the western side of Myrtle Grove Sound; running thence,
the same course continued, South 86 deg. 30 rain. East about 25 feet to the approximate
