Project Description: Replace Bridge No. 168 on NC 14 over Smith River (no off -site
detour specified in review request).
SUMMARY OF HISTORIC ARCHITECTURE AND LANDSCAPES REVIEW
DESCRIPTION OFREVIEWACTIVIRnRESULTS, AND CONCLUSIONS: HPOWeb reviewed on 12
January 2018 and yielded no NR, SL, LD, DE, or SS properties in the Area of Potential Effects
(APE). One SS (RK0912) is incorrectly mapped in HPOWeb and is not located in the project
area. Rockingham County current GIS mapping, aerial photography, and tax information
indicated a mostly wooded APE with several residential and commercial resources dating from
the late 1960s to the early 2000s (viewed 12 January 2018). Constructed in 1966, Bridge No.
168 is not eligible for the National Register as it is neither technologically, nor aesthetically
significant. Google Maps "Street View" confirmed the absence of critical architectural and
landscape resources in the APE (viewed 12 January 2018). In October 2018, NCDOT received
an expanded study area (see attached), which review revealed to contain no resources of
concern and confirmed the original "no survey" finding. The project is reviewed under both GS
121-12(a) and Section 106.
No architectural survey is required for the project as currently defined.
WILY THE AVAILABLE INFORMATION PROVIDES A RELIABLE BASIS FOR REASONABLYPREDICTING THAT
THERE ARE NO UNIDENTIFIED SIGNIFICANT HISTORIC ARCHITECTURAL OR LANDSCAPE RESOURCES IN
THEPROJECTAREA: APE equates with expanded study area received in October 2018 (see
attached). (Original APE extended approximately 1300 feet to the SW and 1700 feet to the NW
of the existing bridge and 380 feet to either side of the NC 14 centerline (NE -SW) to encompass
proposed construction). The comprehensive county architectural survey (2001-2003) is recent
and reliable and includes no properties in the APE. No National Register -listed properties are
located within the APE.
Should any aspect of the project design change, please notify
NCDOT Historic Architecture as additional review may be necessary.
