Dear Mr. Credle:
You have our approval, in accordance with the attached conditions, to place fill material in 180 square feet of waters
for the purpose of dredging for an open water boat access facility, as you described in your application dated May 22,
1998. After reviewing your application, we have decided that this fill is covered by General Water Quality Certification
Number 3112. In addition, you should get any other federal, state or local permits before you go ahead with your project
including (but not limited to) Sediment and Erosion Control, Coastal Stormwater, Non-Discharge and Water Supply
Watershed regulations. Also this approval will expire when the accompanying 404 or CAMA permit expires unless
otherwise specified in the General Certification.
This approval is only valid for the purpose and design that you described in your application. If you change your
project, you must notify us and you may be required to send us a new application for a new certification. If the property is
sold, the new owner must be given a copy of the Certification and approval letter and is thereby responsible for complying
with all conditions. If total wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation
may be required as described in 15A NCAC 2H .0506 (h). For this approval to be valid, you must follow the conditions
listed in the attached certification.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must
act within 60 days of the date that you receive this letter. To ask for a hearing, send a written petition which conforms to
Chapter 150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh,
N.C. 27611-7447. This certification and its conditions are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Water Quality under Section 401 of the Clean Water Act. If you

8. PROJECT SUMMARY: The applicant is proposing to provide a public boating access facility.

ENVIRONMENTAL SETTING
The applicant owns a 0.92 acre lot adjacent to North Creek in the Ramsonville Community
off SR 1732 in Beaufort County, North Carolina. The lot is vegetated by various upland grasses with
scattered pines. A fringe of coastal wetlands is present along a portion of the shoreline near the
NWL. These wetlands consist of Juncus roemerianus, Distichlis spicat ?, and Spartin patens.
Located on the lot is an existing ±100' long pier with a t15' by ±15'L-platform. There are
two mooring pilings existing on the east side of the pier.
No sewage disposal system is located on the property, however, a septic tank system has been
permitted by the Beaufort County Health Department.
North Creek is classified as a Primary Nursery Area by the N.C. Division of Marine Fisheries.
PROJECT PROPOSAL
The applicant is proposing the following:
(1) A 20' long by 12' wide concrete boat ramp of which f15' will extend beyond the
NWL. Adjacent to the ramp will be a 30' long by 4' wide launching pier.
(2) The construction of a 156' long by 6' wide pier with a 66' long by 4' wide T-shaped
platform at the waterward end. The pier will have two 30' long by 2' wide finger piers
south of the proposed T-platform. Also mooring pilings are proposed between the
finger piers and the platform. When completed the pier system will have mooring
spaces for six vessels. The existing pier has one fixed mooring.
Upland development consists of a proposed building which is to contain two toilets. Also an
existing earthen access path will be upgraded with marl to provide access to the proposed ramp and
for a boat trailer parking area.
ENVIRONMENTAL IMPACT
The project as proposed should have a minimal environmental impact. No wetland vegetation
will be excavated and/or filled. Secondary impacts will be those associated with increased boating
activity with accompanying development within and adjacent to a PNA.

only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U.S. Army Corps of
Engineers regarding that agency's use of larger

requirements and it must be sufficiently detailed to
