PROJECT SUMMARY: The applicant is proposing to construct 33 slips for public moorings and a small boat access dock along the western end of Stewart Parkway. CITY OF WASHINGTON Beaufort County ENVIRONMENTAL SETTING The applicant is the City of Washington which is located in Beaufort County. A portion of the city lies adjacent to both the Tar and Pamlico rivers. The downtown or business portion of the city lies to the north of Stewart Parkway which runs in a east-west direction adjacent to the Pamlico River. It was constructed in 1969 and extends for a distance of approximately 2,000 feet. The entire parkway is bulkheaded, has a concrete cap with pedestrian access immediately adjacent the landward side and green areas located between an existing bulkhead and the parkway. A federal navigation channel transverses through this sections of the Pamlico River and extends the entire length of the parkway. Until recently the near edge of the 200' wide channel was located approximately 45' off the bulkhead at the parkway's western end (the project location). At the request of the city the US Army Corps of Engineers has relocated the channel to the south so that now the near edge of the channel is approximately 128' from the bulkhead. The channel still has a width of 200'. No excavation was necessary due to existing adequate water depths of 11 to 12 feet at normal water. PROJECT PROPOSAL Since the parkway was constructed the city has permitted mooring of vessels parallel to the bulkhead. At this time the city is proposing the following: (1) The construction of six, 45' long by 8' wide piers extending from the existing bulkhead into the Pamlico River. Five of the piers will each have four 35' long by 6' wide finger piers. The other pier will have one 35' long by 6wide finger pier and one 35' long by 8' wide finger pier. These piers will provide mooring capabilities for approximately 33 vessels, if you include mooring on the waterward side of the southern most finger pier. Also, 11 mooring pilings will be placed between the finger piers. No permanent moorings will be allowed at the piers. A time limit of 72 hours for mooring will be placed on the vessels. A pumpout facility is proposed which will pump into the city's central sewage system. (2) The construction of a 94' long by 12' wide L-shaped small boat access dock. At the east end of the dock will be a 21' long by 5' wide gangway for access to the bulkhead. This will be a floating dock designed with approximately 8" of free board. ENVIRONMENTAL IMPACT The project as proposed should have a minimal environmental impact. Vessel mooring is presently being allowed along Stewart Parkway. The project will modify the number of potential moorings and their juxtaposition with the existing bulkhead. The project will result in the installation of a pumpout facility which is not presently available to boat owners. Some short term turbidity will be present during project construction.
