PROJECT SUMMARY: The applicant is proposing to add eight new slips to an existing marina. R FIELD INVESTIGATION REPORT: CURTIS RAY CREECH/PAMLICOCOUNTY PAGE #2 9. NARRATIVE DESCRIPTION: Project Setting The applicant owns a 0.5-acre lot at 501 Blackwell Point, adjacent Smith Creek, in Oriental, Pamlico County. Back in 1986, the Division issued CAMA Permit #116-85 for the construction of a nine-slip dock/marina. Since then a tenth slip has been added. The existing dock is approximately 128' in length. However, the dock is at an angle to the shoreline such that with the tie pilings, it extends offshore approximately 160'. The first 48' of the access pier is only 4' wide while the remaining 128' is 6' in width. A 6' X 45' "T"-shaped platform is at the waterward end where two finger piers delineate four 15' X 30' slips. Two additional finger piers on opposite sides of the access pier define the other similar sized slips. Water depths at the end of the dock average -5.0' below NWL. The shoreline adjacent to Smith Creek is approximately 180' across with a small gut cut back into the shoreline along the southern boundary. The shoreline is bulkheaded. Water depths along the inner slips averages about -4.0' below NWL. High ground amenities on the lot include a mobile home, carport, and bath house. An individual septic tank and drain field exist on the lot. The parking area is grassed. A ten-slip dock has recently been constructed immediately to the south of the applicants property. Another ten-slip dock is located immediately to the north. The applicant's riparian area is approximately 180' wide at the end of the existing dock. Smith Creek is classified as SC NSW and is closed to shellfishing. The creek is a Secondary Nursery Area. Project Description The applicant proposes to add eight additional slips to an existing dock/marina for a total of 18 slips. The "T"-shaped platform would be extended in both directions. The extension would be 55' to the north and 40' to the south. Two 4' X 12' finger piers would define three additional slips to the north, while a single tie piling would designate one slip on the landward side of the platform also at the northen end of the dock. One finger pier would define two additional slips on the south end of the dock. The final two slips would be located approximately halfway along the access walkway. Two finger piers would define the slips. Additional parking which is required would essentially be "more grassed areas" defined as parking areas. Although no specifics are given, a pumpout is proposed. Similarly, a dry fire hydrant is proposed and would be located near the end of the dock. Anticipated Impacts Extension/expansion of the structure would usurp another 4,635 fe of Public Trust Areas/Estuarine Waters as a result of the eight additional slips. Approximately 810 ft2 of that amount would be shaded by the platforms and finger piers. One way to assess the size of the proposed structure in relation to the length of shoreline is to use the 27 ff rule used for residential developments. If the entire shoreline is taken into consideration (including the A FIELD INVESTIGATION REPORT: CURTIS RAY CREECH/PAMLICOCOUNTY PAGE #3 small gut at the southern property line), the applicant would have approximately 245' of shoreline. Therefore, approximately 6,615 fe would be allowed if this were a residential development. As proposed, the applicant's final project would usurp a total of 9,080 ff of Public Trust Areas with the slips only. However, the major impact appears to be in the subsequent congestion of docks and boats in the immediate area. Such congestion may create navigational problems and possibly affect water quality in the vicinity of the docks. Slight increases in turbidity would be expected during piling installation. M. Blue-line prints or other larger plats are acceptable only if an adequate number of quality copies are provided by applicant.
