The project is an wasting two-lane road and bridge. The vicinity is rural landscape with forested areas in all four quadrants. This project was formerly NCDOT STIP Project No. B-4709.

4h. Explain the purpose of the proposed project:*
The purpose of the project is to address a fifty -three -year -old bridge with a deteriorating timber substructure and low posted weight limit.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
Replacement of Bridge No. 060014 on SR 1971 (Durham Creek Rd) over Branch of Durham Creek in Beaufort County, NC. The proposed 90' long by 30' wide two -span bridge would
replace the eAsting 61' long by 30' wide two -span bridge. The proposed grade will be about 1.5' above eAsting grade at the crossing.
Bridge No. 060014 is within the Tar -Pamlico River Basin and shall adhere to the Tar -Pamlico Buffer Rules. The proposed bridge will have no direct discharge into Tan Swamp.
Stormwater runoff from the south approach of the proposed bridge flows to two traffic bearing grated inlets on both sides of the roadway where it will be diffused with a rip -rap pad at the
outlet of the proposed pipe. The proposed deck runoff will outlet outside of buffers, treated by a grass swale before discharging into the stream as diffuse flow.
Equipment to be used includes cranes, excavators, dump trucks, and paving equipment.

E. Impact Justification and Mitigation
1. Avoidance and Minimization
la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
Bridge No. 060014 will be replaced on the existing alignment, minimizing proposed wetland and buffer impacts. Also, an offsite detour will be utilized,
avoiding the impacts from a temporary onsite crossing. Proposed bridge runoff will be discharged outside the riparian buffer zone and at non -erosive
velocities.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Top down construction of the proposed bridge will minimize impacts to the stream by eliminating the need of a temporary bridge or work pad. Standard
demolition practices will allow the removal of the ebsting bridge with no resulting debris in the water. Construction activities inside environmentally
sensitive areas have been limited to the maxtmum extent practicable and will be contained inside safety / silt fencing. Erosion control plans are
attached under miscellaneous attachments.
