PROJECT SUMMARY: Applicant is proposing a six foot wide pier with a 138 X 10 ft dock, 8 X 10 ft floating dock, gazebo, eight 3 X 20 ft finger piers and six uncovered boat lifts. B. L. Partners Page Two 9. project Descr ion The project site is a shoreline area, averaging fifteen feet above mean high water located adjacent to the Atlantic Intracoastal Waterway near Brick Landing in Brunswick County. The site is actually within the boundaries of Brick Landing Plantation subdivision which includes such manmade features as golf course, clubhouse, residential dwellings and private dock. Brick Landing Plantation is a 27.51 acre tract bordered by the AIWW on the south side and private property owners on the east, west and north sides. The applicant is proposing a pier, gazebo, boat lifts and floating dock for the exclusive use of six lots within Bricklanding Plantation collectively titled Ship Wacche Estates. The combined acreage of Ship Wacche Estates is approximately 2.96 acres. All of the lots of Ship Wacche Estates are actually separated from mean high water by the No. 18 Fairway but are proposed to receive easements to the proposed project from Brick Landing Plantation. The proposed pier site is situated within the Division of Coastal Management's estuarine shoreline area of environmental concern (AEC). It will impact adjacent estuarine and public trust water AEC's. The property adjacent to the proposed pier is bulkheaded along the AIWW and there are no coastal nor federal wetlands landward of the existing bulkhead. Bricklanding Plantation has already received a permit (#108-95) and completed construction fora pier located adjacent to the existing clubhouse. However, that pier is approximately 757 feet east of the pier proposed by this project. The land use classification for the tract from the Brunswick County Land Use Plan is Urban Transition. The estuarine waters adjacent to the site are classified as SA waters by the Division of Water Quality and are open to shellfishing. The estuarine waters are not designated Primary Nursery Area by the Division of Marine Fisheries. The applicant proposes to construct a 6 X 69.5 ft pier extending from between the 17th and 18th holes of the golf course. At the waterward end of the pier the applicant is proposing an octagonal shaped gazebo with 5.7 ft sides, 10 X 138 ft dock, 8 X 20 ft floating dock, eight 3 X 20 ft finger piers and six 20 X 14 ft boat lifts. All construction is proposed to be at least 80 feet from the nearshore edge of the AIWW channel and at least fifteen feet from either adjacent riparian corridor line. The applicant reports a water depth at the waterward end of the pier as 2.6 ft at mean low water. The entire structure is proposed to extend approximately 109 ft from the existing bulkhead. 10. Anticipated Impacts The project as proposed will incorporate over 4,560 sq. ft. of public trust waters and estuarine shoreline. Calculations were based on the outer dimensions of the footprint of the boat lifts and stationary dock plus the square feet of the pier. Although the applicant is requesting only six boat lifts, review of the submitted plats shgw that the configuration of the proposed structure is capable of accommodating the dockage of more than six boats The pier is consistent with the 1/3 rule and greater than 80 feet from the near bottom edge of the ?IWW. All pier related construction is proposed to be at least fifteen feet inside of each riparian corridor. There is no proposed excavation associated with the construction of the pier, so turbidity should be limited to that which results from the placement of pilings. Submitted by: Jerry A. (Refer to Coastal Resources Commission Rule 7!.02030 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if an adequate number of quality copies are provided by applicant.
