4. Proposed Activity
Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used:*
The proposed project will install a 4-foot wide natural hiking trail. All streams will be
bridged to avoid any impacts to waters of the State and all wetlands will be avoided.
Minimal trees will be cut, <1 "-3"dbh. A small piece of equipment will be used to
compact areas of the trail, chainsaws/axes will be used to remove vegetation, and
hammers and other building equipment will be used to construct the bridges.

Comments:
The proposed trail will be no wider than 4-feet and will remove minimal vegetation.
The trail will wind to avoid large trees, > 1'DBH, and all wetlands. There will be three
stream crossings. Those streams will be bridged to avoid all impacts to the stream
channel. Those crossings will produce allowable buffer impacts in Zones 1 & 2. An
additional buffer impact will occur due to the trail skirting the edge of the riparian
buffer.

1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.*
The trail runs parallel to all topographic features that could contain streams and
crosses those areas in the upper reaches where streams and wetlands are less
likely to be found. The impact to the buffer is minimal and will not be add any
impervious area to the buffer zones. All of the trail will be natural, with the exception
of the bridges.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
The buffers will be minimally impacted by not cutting vegetation with a DBH greater
than 1 "-3". All existing streams will be bridged to avoid any impact and the trail will
route around all wetlands.

The site is a natural trail with no impervious surface. No new drainage ditches or stormwater
conveyances will be installed as part of this project. No stormwater control measures are needed.
Diffuse flow will be maintained throughout the site.

I am working on a proposed 5-mile hiking trail (Walnut Hill Phase 11) in Johnston County near Smithfield for the
Triangle Land Conservancy (TLC). The hiking trail will cause minimal land disturbance and will require very few
trees to be cut in the process. The trail will be no more than four feet in width and will add no impervious
surface, it will be a natural trail. I visited the site on July 16, 2019 and delineated the streams and wetlands. TLC
has worked to push the trail upslope to reduce crossings and potential impacts to Waters of the US. Attached
are maps showing the proposed trail layout and the delineation. There are three wetland areas and four stream
channels (3 perennial and 1 intermittent). All of the wetland areas will be avoided during trail installation and all
stream channels will be bridged with no bents in the stream channel or other impacts to Waters of the US. TLC
is requesting a statement from the USACE stating this project as designed does not appear to have any impact
to onsite resources. This is a requirement from the funding source. In the event that the trail configuration
involves impacts to any Water of the US an application for the appropriate Section 404/401 permit will be
submitted.
