PROJECT DESCRIPTION: The project site is located at 7073 West 7`~' Street off NC Hwy 210 North, adjacent to a man-made Canal that is a tributary to Stump Sound, in Surf City, Onslow County. To get to the property fi-om the Surf City Sin ing Bridge take a left on NC Hwy 210N then take a left on 7`I' Street. 7`~' Street will be on the left shortly after you cross the Pender / Onslow County Line, in the area of Surf City known locally as Old Settler's Beach.. The canal is located on the southern side of 7`I' Street and is approximately 10~' across at this location. According to the permit application, this lot measures approximately 55' x 135' or approximately 7,700 s£2. The lot is currently vacant and there is a dilapidated bulkhead on the canal side of the lot. The vegetation on the lot consists mainly of lawn grasses and ornamental plants. This lot is located on a man-made canal and most of the lots on this canal are bulkheaded. There is a narrow fringe of coastal wetlands on the canal side of the lot averaging 5' to 10' in width, consisting of Sea Oxeye (Borrichia frutescens), and Salt Meadow Grass (Spartina Patens). There is no regularly flooded Smooth Cordgrass marsh (Spartina alterniflora) located at the property. The Surf City Land Use Plan classifies the upland areas of this project as developed. The waters of the project site are classified as SA by the NC Division of Water Quality. The NC Division of Marine Fisheries has not designated this area of Stump Sound as a Primary Nursery Area, and the waters adjacent to the proposed project are closed to the harvesting of shellfish. PROPOSED PROJECT: The applicant is proposing to remove the existing dilapidated bulkhead and install 55 linear feet of new vinv_ l bulkhead a maximum of 1' waterward of the existing bulkhead location. The applicant is also proposing to install a boat ramp measuring approximately 12' in width and 36' in length on the eastern side ol~ the proh~~rt~ . The ramp would extend approximately 18' below NHW and 18' above HNW. The applicant is also proposing to install a finger pier measuring 3' in width and 22' in length located on the western side of the boat ramp. In addition the applicant is proposing install a pier measuring 6' in width and 10' in length with a L-head measuring 10' in width and 12' in length. There would also be 6 mooring pilings, 4 proposed between the finger pier and dock and 2 located on the western side of the dock. The water depth at the end of the proposed boat ramp would be -6' @NLW. The water depth at the end of the proposed docking facility would be -10' @ NLW The pier would terminate in the canal approximately 22' waterward of the proposed bulkhead. The canal at this location is approximately 105' wide. 10. ANTICIPATED IMPACTS The proposed finger pier and docking facility would incorporate approximately 246 ft.2 of Estuarine Waters and Public Trust Area. The boat ramp would result in the filling of approximately 90 ft.2 of coastal wetlands and 216 ft.2 of shallow bottom. The proposed bulkhead would result in the filling of approximately 170 ft.2 of coastal wetlands. Submitted by: J. W. (Refer to Coastal Resources Commission Rule 71.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if an adequate number of quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.)
