Give them a month via pretreatment, then an NOV, then an enforcement.
And enforce for every month thereafter, ramping up the penalties as necessary.

The Town consistently has violations for dichlorobromomethane. They can't seem to locate the source.
I will address this through the pretreatment program. How long do you think we should continue to BPJ these
violations?
Maybe after working with them through pretreatment for a month, then start NOVs? Then enforcement? Or SOC?
