The four mooring pilings will create four additional boat slips. .. Channel Walk / Shoreline Homeowners Association November 17, 1997 Page 2 9. PROTECT DESCRIPTION The project site is the existing private marina located along the common area of the Shoreline at Channel Walk Townhouses, a 107 unit residential community which has been in existence since the mid to late 1970's. The Shoreline at Channel Walk Townhouses are located between US Highway 74 and Lee's Cut, just east of the NC Wildlife Resources Commission boat access facility within the Town of Wrightsville Beach in New Hanover County. The existing Channel Walk / Shoreline Homeowner's Association Marina occupies approximately 600 feet of shoreline of Lee's Cut and starts approximately 300 feet east of the entrance to the Lee's Cut Homeowner's Association community boat basin and approximately 600 feet east of the junction of Lee's Cut and the AIWW. The existing marina consists of 2 community docks and 21 floating docks that are all accessed individually from a 6' wide X 450' long boardwalk adjacent to the existing bulkhead. On September 27, 1996, the Channel Walk / Shoreline Homeowners Association was issued an Exemption to repair/replace pre-existing docking facility destroyed or damaged by Hurricane Fran. This approval allowed for the construction of 21 floating docks, 21 ramps, 2 community docks, 2 boardwalks and 450' of bulkhead. The floating docks and associated mooring pilings provided a total of 35 slips that were existing prior to Fran. All work authorized under the Hurricane Fran Exemption has been completed. The Wrightsville Beach Land Use Plan classifies the area as Developed/Conservation. The waters of Lee's Cut are included in the Wrightsville Recreational Area and are classified SB# by the Division of Water Quality. The area is not designated a Primary Nursery Area and is closed to the taking of shellfish. Lee's Cut is approximately 200 feet to 400 feet wide at the project site. The applicant indicates that water depths at the existing pier head line are -8 to -9 feet MLW. The applicants propose to install 4 new mooring pilings on the outside of 4 existing floating docks. The 4 additional boat slips created will be sold to individuals within the homeowner's association. The total number of boat slips in the marina will increase to 39. 10. ANTICIPATED IMPACTS The creation of 4 additional boat slips will incorporate approximately 1680 additional square feet' of public trust area but will still be well under the maximum of 27 square feet per linear feet of shoreline required in 7H .0208. No navigational impacts are anticipated as the mooring pilings will not extend beyond the existing pier head line. Short term increases in turbidity are expected during piling placement.
