Resources Commission public boating access facility at Wrightsville Beach.

9. PROJECT DESCRIPTION 2/10/97
The project site is a 3.79 acre tract adjacent to Lee's Cut on the northeast side of the Wrightsville Beach bridge
at US 74-76, on Harbor Island. The property is owned by the North Carolina Wildlife Resources Commission
and maintained as a public boating access facility.
The property averages 3.5' above mean high water in elevation. There is an expansive body-of Spartina
alterniflora marsh to the north of the tract, and none to the west, or waterway side. On the south side, there
is an unimproved travelway extending underneath the bridge to access Marina St. There is an 8" culvert
connecting the waters of Lee's Cut to wetlands along the south property line. The wetlands are predominantly
Spartina alterniflora toward the west, or waterway side. Along the perimeter and transitioning eastward the
marsh becomes mixed high marsh, vegetated with Spartina ap tens, Distichlis s ip cata, Borrichia frutescens, and
Aster tenuifolius. The wetlands are higher in elevation and removed #r- o tuarine influence toward the east
end, and are vegetated with Phragmites australis and Mvrica cerifera. _4
This area of Wrightsville Beach has been heavily excavated throughout the AIWW, Lee's Cut, Mott's Channel,
and around several private and commercial facilities. It is an area conducive to extremely heavy boating
activity. The bottom composition in this area is very sandy, with shoals against the bulkhead to the west side.
There is a bulkhead (approximately 1185') extending along the north and west sides of the property, and
continuing approximately 80' along the south side. The site currently has. 3 concrete ramps, accessed by 4„
fixed piers. Although the high ground portion of the site is covered with gravel, parking is random, as there
are no designated parking spaces. There are no other facilities serving the site. This property is frequently
littered with an array of garbage and debris.
The Division of Marine Fisheries has closed the waters in this area to the taking of shellfish for consumption,
and have not designated the area as Primary Nursery Area. The Division of Water Quality has classified the
waters as SB. The Wrightsville Beach Land Use Plan classifies the area as Municipal, with Areas of
Environmental Concern classified as Conservation. The body of water is approximately 500' wide at the site.
The NCWRC wishes to improve the access site, providing more organized parking, easing ingress and egress,
and improving safety for the launching of boats. The proposal begins with the grading of approximately 2
acres in preparation for paving. The finished parking area will provide 64 spaces for vehicles with trailers, and
4 car spaces. The travelways are to be 24' in width, providing one way directional traffic. The travelways
provide a second lane for launch preparation and tie down prior to exit. The use of the unimproved roadway
under the bridge will be facilitated through paving, as well. This will be a single 14' lane, providing some relief
from the congestion of traffic attempting to access the facility from the ,east side of the bridge. The
encroachment agreement between the Commission and DOT is enclosed. The side slopes for the travelway
on the south side encroach into the delineated 404 wetland area by an average of 5', for a length of
approximately 350'.
The finished impervious surface area within the 75' AEC will be approximately 58%, up from the 54% existing.
The applicant has accounted for the excessive impervious area above the 30% allowed through grading toward
infiltration ditches containing perforated piping. The infiltration trenches are proposed to be 9' in width, and
vegetated. The subsurface piping will be surrounded by crushed stone and wrapped in filter fabric. PVC piping
will connect the system to weep holes in the bulkhead wall.
The applicant anticipates the replacement of the entire bulkhead system with a standard
timber wall. On the south side of the property the proposed bulkhead will extend into the Spartina alterniflora
for a maximum of 5', for a length of approximately 40'. On the north side, the wall will extend into the
Spartina alterniflora for an average of 1' to 2', for a length of 120'. The bulkhead is to be replaced essentially
in place, except that there is a relocation into high ground for the ramp enlargement on the northwest side,
and the southwest wall and north walls will be straightened where there is now some curvature. Relocation
of the wall on the southwest side will require the excavation. of approximately 370 square feet of high ground.
Along the south side of the ramp system, the proposed bulkhead turns perpendicular to the shoreline and
extends waterward along the side of the fixed dock for a length of 43'. This portion of the structure acts as
a breakwater.
On the west side of the property the applicant proposes the replacement and enlargement of the ramp system.
The application calls for the replacement of the three concrete ramps with 5 concrete ramps. Construction
will utilize approximately 750 cubic yards of concrete, underlain with class A erosion stone and #57 stone.
The ramp system will incorporate 70' x 100' of bottom area; approximately 32' x 105' of high ground area
to the north of the existing ramp will be excavated for a portion of this. This area will be excavated to -5'
mean low water. The existing ramp system incorporates 4806 square feet of area; the new ramp system will
incorporate approximately 2194 square feet of additional area. The end result will be 5 ramps, each 14' x
100'. There will be two fixed piers, 90' x 6', on the north and south sides of the ramps. There will be two
floating docks, 82' x 8', within the ramp system. The structures will extend approximately 38' beyond the
mean high water line, to the -6' mean low water contour. The docking structures terminate 25' from the
adjacent riparian corridors.
Spoil removed for the excavation of the ramp area to the north, and the bulkhead relocation on the southwest _
will be placed within a 275' x 60' area designated for spoil placement orx the site. The 930 cubic yards. of

material will be contained by siltfencing until it is dry enough to grade into the parking area.
The applicant is in the process of creating and submitting both Sedimentation/Erosion Control and Stormwater
plans.
10. ANTICIPATED IMPACTS
The bulkhead replacement and fill slopes for the parking area will require the filling of approximately 1700
square feet of the above described Section 404 wetlands and 360 square.feet of regularly flooded coastal
marsh. Approximately 3672 square feet of high ground will be excavated for the additional ramp area and the
bulkhead relocation. The grading for parking lot preparation will disturb approximately 2 acres of high ground.
Approximately 1064 square feet of open water will be incorporated with the docking system. Approximately
1050 square feet of new shallow bottom area will be filled for the ramps. Turbidity impacts can be expected
during construction of the bulkhead and ramp system. Boat launching and traffic safety at this facility should
improve with this project.

On behalf of the North Carolina Wildlife Resources Commission it is
hereby requested that a CAMA Major Development permit be issued for the
above referenced project. For your review, I have attached plats that illustrate
proposed development.
Proposed improvements include the following specific elements:
1. Replace 3 deteriorated concrete launch ramps (approx. 17.5 ft ,x 89
ft each) with 5 new concrete launch ramps (14 ft x 100 ft each).
2. Replace 4 fixed pier wood courtesy docks (2 @ 4.5 ft x 62 ft; 2 @ 4.5
ft x 76 ft) with 2 floating docks (8 ft. x 82 ft. each) and 2 fixed pier
wood courtesy docks (6 ft. x 90 ft. each).
3. Grade existing compacted stone parking area and surface with a
two inch layer of 1-2 type asphalt.
4. Replace approximately 1185 linear feet of deteriorated bulkhead.
Please note that the additional launch ramp length indicated in item 1 is
necessitated by the proposed elevation increase at the top of the launch
ramps. The topography of the existing facility directs parking lot surface
runoff down the launch ramps into adjacent surface waters. The proposed
site improvements include raising the elevation of the top end of the launch
ramps and adjacent maneuvering area approximately 1.1 feet to redirect
surface runoff into an adjacent grass-lined infiltration area.

You have our approval, in accordance with the attached conditions, to place fill material in 0.05 acres of
wetlands or waters for the purpose of constructing a boat ramp at Wrightsville Beach, as you described in your
application dated 11 February 1997. After reviewing your application, we have decided that this fill is
covered by General Water Quality Certification Number 3112.
This approval is only valid for the purpose and design that you described in your application. If you
change your project, you must notify us and you may be required to send us a new application. If total
wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required
as described in 15A NCAC 2H .0506 (h) (6) and (7). For this approval to be valid, you must follow the
conditions listed in the attached certification. In addition, you should get any other federal, state or local
permits before you go ahead with your project. Also this approval will expire when the accompanying 404 or
CAMA permit expires unless otherwise specified in the General Certification.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing.
You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written
petition which conforms to Chapter 150B of the North Carolina General Statutes to the Office of
Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and its conditions
are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Water Quality under Section 401 of the Clean Water
