HomeMy WebLinkAboutNCS000431_Street Dept Operations Summary_20190926STREET DEPARTMENT Operations Summary The purpose of this summary is to identify departmental responsibilities and provide scheduling of routine duties. Although this department is largely project oriented, certain routine tasks must be provided in order to maintain the City's streets, sidewalks, drainage areas, fleet and public facilities. Activities are under the direction of the Street Supervisor. The Supervisor may delegate the responsibility of certain activities to Crew Leaders as provided for within this operational summary. This department consists of (4) nine full time employees which provide the following services: • Street patching &repair • Sidewalk construction & repair • Curb & gutter construction • Right of Way Maintenance • Curb & Sidewalk maintenance • Sign erection & maintenance • City-wide construction projects • Refuse collection assistance • Street cleaning • Parking lot maintenance • Landscaping projects • Manages street resurfacing projects • Bridge & culvert maintenance • Storm water maintenance and management • Crosswalk maintenance Drainage installation & maintenance • Debris removal as necessary • Any task as deemed necessary by the Director or Assistant SCHEDULING Work is scheduled on Fridays for the following week. Work orders and requests must be scheduled in a timely manner by the supervisor and take president over projects when possible. Separation of employees into nummum size crews will be initiated to allow more areas to be addressed in a timely and productive manner. When scheduling work, safety of the Public and Employees shall be a major consideration when determining Crew size. Most activities will necessitate a minimum of two (2) employees to insure employee safety. The Supervisor and Crew Leader shall determine Crew size prior to work being scheduled • Daily work begins @ 7:00 a.m. • Crews shall be prepared to perform tasks as planned • Morning break — consists of (1) 15 minute break • No cafe or store for Crew unless authorized by Supervisor • Lunch 12:00 a.m. to 1:00 p.m. • End Work Day 4:00 p.m. Since certain services are somewhat seasonal; assignment of personnel to these tasks ue necessary to assure all responsibilities are being met. The Supervisor following consultation with the Director or Asst. Director may adjust the work schedule to address safety needs, emergency work and/or addressing project needs. In order to address all areas more consistently the Department is divided into (2) Crews: Maintenance Crew: Signage Program Sidewalk cleaning Curb cleaning Street cleaning/sweeping activity Landscaping projects Mowing Parking lot maintenance Downtown maintenance Assistance to Const. Crew Vehicle /Equipment cleaning and maintenance Construction Crew Sheet patching/maintenance Ditch maintenance Drainage construction Sidewalk construction Curb Project construction R/W Maintenance Special Construction Projects Management/Oversight of Resurfacing Projects Installation/Maintenance of Pedestrian Crossings & Markings Assistance to Street Maint, Crew Vehicle / Equipment cleaning and maintenance Note: All Street Crews are responsible for addressing. emergency conditions such as snow events, rain events, high wind events or any other City related emergency that may require assistance. DETAILED DESCRIPTION OF JOB RESPONSIBILITIES: Maintenance Crew 1. Sidewalk &Curb Cleaning: Although all sidewalks/curbs must be maintained the primary areas are in the downtown area, Hwy 16 North/South & Hwy 70. Cleaning shall include the trimming of trees and other plantings; removal of grass, trash and other debris. 2. Street Cleaning: Includes the removal of trash and debris from ditches and streets. May be done manually or with the street sweeper. A schedule must be provided for sweeping curbs as least once every 2 weeks. Activity is performed on all City and NCDOT streets located within the City. 3. Catch Basin Cleaning/Maintenance Includes basin cleaning performed pre -and post -rain events to prevent flooding and erosion in and around City maintained roadways. Basins shall also be inspected for sediment and scheduled for cleaning/vacuuming as needed and annually following leaf collection activities. 4. Mowing:/Edging/ Includes mowing of grass utility strips (where necessary), around City signs and other locations not mowed by contractor or Grounds Crew, 5. Parking Lot Maintenance: Includes pick up of as and debris; sweeping, mulching and painting parking spaces. 6. Downtown Maintenance: Includes painting and repair of benches/planters; landscaping; street sweeping, curb and sidewalk cleaning, parking/traffic painting, shrub maintenance and other general maintenance tasks. Assists Grounds Maintenance Crew as directed. 6. Sign Installation Includes the installation of information, traffic and regulatory signs throughout the City. May also include construction / maintenance of welcome signs and street name signs. Signs must be installed in conformance with NCDOT / MUSTAD Standards. A primary person must be assigned to this duty and be responsible for ordering materials, record keeping and conformance to standards. Construction Crew 1. Street Patching: As deemed necessary. 2. Ditch Maintenance: Shall include investigating problems during rain periods and correction of same. 3. Drainage Construction: Includes the installation of drainage within dedicated right of ways as allowed by City Policy. 4. Sidewalk Construction: Includes repair/replacement of existing facilities and construction of new as deemed necessary. Supervisor shall initiate a minimum of one sidewalk inspection per year and schedule needed repairs. 5. Curb Project Construction: Includes drainage construction, excavation, landscaping and patching as related to projects. 6. R/W Clearing: Includes the clearing and trimming of Street R/W's and intersections. 7. Street/Roadway Markings: Installation and Maintenance of Roadway markings including crosswalks, stop bars, arrows and parking lines. This includes work performed by Staff and Contracted Services. 8. Bridge Maintenance Includes annual condition evaluation and maintenance / repair of all structures and the Required inspections/reporting every (3) three years of large (classified) structures. All bridges are also to be inspected pre and post rain event. Substantial storm events may require pre -storm assessments as recommended in the EOP. VehicGes and 1quipment used by the dDivision The Division is assigned various equipment and vehicles to be used for the purpose of performing City related work within street easements, right of ways and City owned properties. The use of equipment at any other location must be approved by the Director or his/her assigned representative. Unauthorized use of vehicles and equipment is a violation of the North Carolina General Statutes and considered improper misconduct. Improper misconduct may result in discharge or other appropriate disciplinary action. All Staff are responsible for conducting pre-h•ip vehicle /equipment inspections, and maintenance needs including internal and external cleaning. Organizational Chart Divisions are structured with specific job descriptions that assign task and responsibility to employees depending upon their abilities. Generally, responsibility for any task is directed to the Crew Leaders by the Supervisor. The Supervisor is responsible for working with Staff to accomplish the task is a safe, productive and quality manner. The following provides the general organizational structure of the Sheet Division as it relates to job site responsibility. Goals and Objectives • Develop and maintain an inspection program that includes all City sidewalks and handicap/pedestrian access areas within the City • Curbing , curb radius and brick utility strip areas shall be included in the Program taking into consideration safety, drainage and esthetics. • Maintain records associated with the inspection process for reference as needed. • Perform semi-annual inspections and produce work orders to the Division to initiate repairs. Note: An element in this process is to routinely monitor activities that may cause sidewalk damage and address those concerns as needed to insure safe pedestrian travel within our Public Infrastructure. This Program Coordinator must develop the knowledge necessary to understand and follow proper construction and design criteria related to sidewalk installation. 1. Purpose The intent of the Program is to provide for the routine evaluation of bridge conditions to insure structural integrity and traffic safety. Additionally, the Program provides the vehicle for obtaining the required semi-annual inspections on "reglulated" bridges within our City. Goals and Objectives • Perform pre and post storm inspections. This may include performing "flow evaluations" during storm events. • Develop and maintain a documentation process that identifies findings resulting from the inspections. • Make recommendations and/or initiate actions for necessary repairs or maintenance. Includes internal work orders and contracted services. • Obtain semi-annual inspections on regulated structures and report to agencies as required. • Program may also include annual culvert inspections This Program Coordinator shall obtain the knowledge necessary to properly evaluate bridge structures and understand elements that may negatively affect their integrity. 2. SIGN —TRAFFIC CONTROL PROGRAM Purpose The intent of this program is to provide properly trained and equipped personnel to perform and manage the installation, maintenance and repair to regulatory and non -regulatory signs and pavement markings through -out the City. Goals and Objectives • Provide at a minimum "semi-annual" inspections of all City signage to evaluate condition and conformance to standards. • Provide at minimum semi-annual inspections to all pavement markings to evaluate condition and conformance to standards. • Initiate work orders to address findings and schedule internal repairs , replacements and/or new installs • Make arrangements (scope of work) for contracted work as necessary and assist in procurement of services. • Perform routine maintenance, repairs and/or installs to painted markings such as parking lines, stop bars, crosswalks and message blocks. • Manage and maintain the sign inventory and supply process. • Budget for and purchase signs as needed. This Program Coordinator must acquire the education to properly manage the program in accordance with ASHTO standards. This Employee may also be the primary contact for work zone safety with the Street Division. 3. STORMWATER COMPLIANCE Purpose The intent of this Program is to address Phase II Stormwater compliance requirements by addressing minimum best management practices performed by the Street Division. Goals and Objectives • Manage and perform pre and post rain event basin cleaning activities. • Manage / perform scheduled "sweeping" activity. • Be familiar with and manage the "Spill Prevention Plan" and Emergency Action Plan. • Manage and perform the annual "Basin Cleaning Program" for Phase II compliance. • Document all necessary activities as required for reporting Phase II compliance. • Issue work orders related to basin maintenance and repair needs. This Program Coordinator must be familiar with and understand the Phase II Stormwater Permit that the City of Conover is required to comply with and be able to manage minimum practices performed by the Public Works Department. The program will require annual training (program updates) and reporting activities. 4. PAVEMENT MAINTENANCE PROGRAM Purpose The intent of this Program is to develop / maintain a Program that effectively manages the repair, replacement and maintenance of the paved roadways within the City of Conover. Goals and Objectives • Manage pavement maintenance by utilization of the Pavement Maintenance Report • Perform in-house assessments of streets annually to assist the decision making process for pavement maintenance and revitalization. • Perform routine inspections / assessments for patching, crack pour and resurfacing. • Initiate work orders for pavement repairs. • Make recommendations on pavement resurfacing projects and initiate procurement measures utilizing funds appropriated for annual paving projects • Manage the Pavement Maintenance Report including making amendment to recommendations, update annually to recognize work completed. • Assist in inspecting new pavement — streets for compliance to City/DOT standards. • Evaluate new methods and equipment for pavement maintenance. This Program Coordinator must attend related work- courses (ITRE, APWA, NCDOT) that address proper technique, specification and materials used in pavement maintenance and construction practices. Shall have the ability to make major decisions regarding pavement maintenance. 5.
