HomeMy WebLinkAboutNCS000431_Solid Waste Manual_20190926RESIDENTIAL (HOUSEHOLD) COLLECTION Residential collection is provided curbside weekly utilizing 96 gallon roll -out containers provided by the City. RECYCLE COLLECTION Recycle collection is provided curbside bi-weekly for residential customers and qualifying commercial establishments. YARD DEBRIS COLLECTION Small Debris — small piles of debris are collected weekly at curb side utilizing manual technique, vacuum machine and knuckle boom. Debris includes grass clippings,leaves, bush trimmings and clippings. Consideration is given to small debris placed in ditches and drainage ways. Large Debris —large piles of debris are collected weekly atcurb —side utilizing manual practices and knuckle boom equipment. Debris includes large tree debris from tree trimming / removal performed by the property owner. Contracted tree debris is not collected by the City. LEAF COLLECTION Bulk leaf collection is performed annually during the fall period of January 1sc through February 281" at all residences located within the City's corporate limits. During leaf collection Staff observes ditchlines, drainage ways, cross culverts and drainage basins for obstructions and potential contamination. Such findings shall be reported to the Division Supervisor for further action. lard Operating Procedure Bulk Leaf Collection Bulk Leaf Collection is a seasonal service performed annually from November 15i through January 1st. Leaves must be placed at curb-side/ditch-side for collection. Bagged leaves are accepted but must be in clear plastic bags for collection. Quality Standard for Leaf Collection Objective 1. Remove leaf debris to reduce potential for hazards such as fire and traffic safety. 2. Reduce the potential for un-wanted pests, rats, snake etc. 3. Reduce the potential of drainage problems related to blocked drainage ditches, culverts and catch basins. 4. Remove debris from drainage areas Curb -side Collection The City provides weekly vacuum service to residential properties to remove small piles of leaf debris, grass clippings and other small debris. Quality Standard for curb -side objective. 1. To remove debris from drainage ways along city streets. 2. Observe the potential for illicit discharges along City streets. Schedule/Protocol for Collection In order to assign equal levels of service to residents during leaf season, the City is divided into two (2) sections (Northeast & Northwest). During leaf season a collection vehicle will be assigned to each section. The entire section is collected then the process is repeated until the season is complete. During extreme periods, an additional vehicle may be assigned to better serve the residents of Conover. upon completion the season, an additional route will be completed with focus given to ditches and drainage ways as a storm water best management practice. Disposal of leaf debris is limited to approved sites for gardens/compost as requested by residents and the Catawba County Landfill Compost operation. Since 2005 the City has performed (2) two sewer rehabilitation projects that have directly and indirectly addressed storm water related issues. Both of the projects were designed to address sewer system overflows and/or blockage due to the condition of aging infrastructure. The process included closed circuit television (CCTV) inspections of sewer infrastructure including sewer outfalls located along major streams and drainage ways. During this process Staff and Contractors visually inspected lines and stream banks of approximately 50% of the sewer system. CCTV inspections took into consideration the potential for illicit connections by identifying "Tap' locations of each structure and verifying service method of those not identified. Additionally, stream bank observations were performed to locate potential illicit connections from properties. City Staff is required to inspect 10% of sewer outfalls annually as mandated by the Sewer Collection System Permit. Visual inspections of the stream banks and drainage ways as it relates to unauthorized connections is an element of their inspection protocol. i . .; 1�. OO�� � 1CiO�.� .i111G11 ��"IAI ffliffl IM OT The purpose of this policy is to identify areas where persons, and/or their suppliers and sub -contractors create situations requiring corrective action by the City. These actions frequently cause hardships to City property owners and eventually costs to the City for correcting the condition. Persons working within street right of ways/utility easements including property owners lawns and street shoulders are responsible for repairing or replacing all damaged areas to an acceptable condition. The goal of the Policy is to make persons more responsible for their actions and minimize undue services by the City. Areas of concern include: - Improper Landscaping and Restoration - Inadequate erosion control and stabilization - Improper pavement patching - Improper stone stabilization - Mud/Dirt on streets - Trash on streets and job site - Spilling of materials * Concrete * Paints * Dirt, Sand etc. - Failure to dispose of contractor debris * Building materials * Brush and tree debris - Inadequate traffic control Flagmen * Signs * Detours - Should detours be necessary the contractor shall submit a map identifying the proposed route to be used to the City Police Dept. Approval is required prior to action taking place. * Direct Routes - Debris removal shall be performed utilizing the most direct route to access main thoroughfare or designated truck routes. Residential streets should only be used as necessary. - Damage to infrastructure * Valves and boxes Hydrants Culverts Catch -basins * Driveways Signs Pavement * Sidewalks Water -lines * Sewer -lines Trees and shrubs Lawns and grassed areas * Each Owner, Developer or Primary builder (permit holder) shall be responsible for damage and undue service caused due to their activity. It shall be the responsibility of all Primary Persons to make contractors and suppliers aware of the requirements. It shall be the responsibility of the permittee to recover costs from their service providers. The City shall charge permittees for costs incurred in correcting or addressing any such matters. Costs will be billed to the permittee whenever reasonable attempts have not been made to correct conditions following notification by the City and/or discovery of a situation requiring immediate attention. Charges for work include labor, equipment and material costs by City and/or private contractors hired by the City to correct the situation. f2evised March 24, 2008
