Please provide five(5)days of Total Hardness(CaCO3 or(Ca+Mg))data for the effluent. 2. Pleaseprovide a copyof the 126 PriorityPollutant scan for June 24,2015. The NC 2007-2014 Water Quality Standard(WQS)Triennial Review was approved by the NC Environmental Management Committee(EMC)on November 13,2014. The US EPA subsequently approved the WQS revisions on April 6,2016 with some exceptions. The NC Division of Water Resources is required to implement the new dissolved metal standards in all permits public noticed after April 6,2016. The new standards for most metals include acute standards. Furthermore,the freshwater standards for several metals are expressed as the dissolved form of the metals, and seven metals have hardness-dependent equations. As a result,the Division will need site-specific effluent hardness data in order to calculate permit limitations. Instream data will not be necessary because of the zero flow conditions(7Q10/30Q2=0)of the discharge. The metals of concern for this permit renewal are Zinc,Copper and Chromium. Reasonable Potential Analysis(RPA)was conducted using evaluate dissolved Zinc,Copper and Chromium,a ea a ote y data from the 2016,2017,2018,and 2019 126 Priority Pollutant Analyses. In this situation,we use the acute total allowable metal concentration as the limitation for both the Daily Maximum and the Monthly Average.Please note calculation of the limits for Chromium VI is not hardness dependent. To calculate the limits above a default hardness of 25 mg/L was entered for both the effluent and upstream values. Since this facility discharges under zero flow conditions a value of 0 was entered for all stream flow data for Outfall 001.Please note that under zero flow conditions a default value of 25 mg/L will be used for the upstream Total Hardness.Additionally,the flow limit of 0.0432 MGD for Outfall 001 was used as the effluent flow. Since the discharge is effluent dependent,the increase in flow to 0.0864 MGD will not result in any relaxation of these limits. Calculation of final Copper and Zinc limits will be dependent on the effluent hardness data that we have requested. If no response is received within 60 calendar days [per 15A NCAC 2H.0107(b)],the permit will be renewed without the benefit of the requested additional information. Therefore,a default effluent hardness of 25 mg/L will be used to calculate effluent limits for Copper and Zinc as indicated above.
