7. Describe the treatment process(es) for the raw water:
Raw Water is treated with potassium permanganate and carbon as needed. Aluminum sulfate is
added at the head works of the plant. The water then passes through three stages of
flocculation before entering the sedimentation basins. Chlorine is added just before filtration.
Following filtration, lime, fluoride and chlorine are added to the water prior to flowing to
clearwells.
8. Describe the wastewater and the treatment process(es) for wastewater generated by the
facility:
Solids are generated from the water treatment process, consisting mostly of alum residuals.
Solids generated from the sedimentation basins are discharged thru a gravity thickener and
then to a holding lagoon. Solids are also generated from filter backwashes and discharged to an
EQ basin. The solids from the EQ basin are sent to a clarifier. The solids are then sent to the
thickener before being directed to a holding lagoon. Clarified water goes over the weir of the
clarifier, through a de-chlorination chamber to the NPDES discharge point. Solids from the
holding lagoon are removed and land applied according to permit requirements.
Solids Plan
1. Solids generated from the sedimentation basins are discharged thru a gravity
thickener and then discharged to a holding lagoon.
2. Solids generated from filter backwashes are discharged to an EQ basin. The solids
from the EQ basin are sent to a clarifier. The solids are then sent to the thickener before
entering a holding lagoon. Clarified water goes over the weir of the clarifier, through a
dechlorination chamber to Outfall 001.
3. Solids from the holding lagoon are removed and land applied by a contractor as a
liquid. We also have the ability to tanker the liquid to a belt press for land application or
land fill disposal.
4. The contractor must follow permit # WQ 0000057 Version 2.
