The NC Department of Environmental Quality Division of Water Infrastructure (Division) requests project application for two programs:
· From drinking water systems with projects potentially eligible for the Drinking Water State Revolving Fund Lead Service Line Replacement (DWSRF-LSLR) low-interest loans and principal forgiveness made available through the Bipartisan Infrastructure Law (BIL).
· From drinking water and wastewater systems with projects potentially eligible for the Drinking Water State Revolving Fund Emerging Contaminants (DWSRF-EC-S) or Clean Water State Revolving Fund Emerging Contaminants (CWSRF-EC) for studies only made available through the BIL.
For applications for funds from the DWSRF-LSLR, eligible projects include removal of known lead service lines and lead connectors projects to find and replace lead service lines and lead connectors, and projects to inventory lead service lines.
For applications for study grant funds from the DWSRF-EC and CWSRF-EC, eligible applications include projects that evaluate alternatives to address emerging contaminants and may include pilot-scale treatment studies.

Applications for Lead Service Line Replacement Projects or Drinking Water/Wastewater Emerging Contaminants Studies can be submitted to the Division of Water Infrastructure at any time. The Division will review the submittals on a recurring basis throughout the year and present projects to the State Water Infrastructure Authority for funding decisions at scheduled meetings.

The application forms, instructions, guidance documents, and supporting documents are all on the Division of Water Infrastructure’s applications webpage. You must download and complete all of the relevant forms following the instructions. Once complete, upload each of the forms into the appropriate section below, including the Lead Service Line Replacement and Emerging Contaminants Studies Application form. If an upload is required below but does not apply to your application, upload a single page in PDF with a statement claiming that form is not applicable. Note: Each upload section below with an asterisk (*) must contain an individual file (e.g., for Completed Project Application for Lead Service Line Replacement projects or Emerging Contaminants Studies projects). Upload one file per section save for Documentation to Support the Comprehensive Narratives (multiple files may be uploaded in this field). Do not submit the same file in all of the sections below; separate your files as organized by their sections. Make sure your documents are final before uploading. You may delete a file after it is uploaded by clicking on the X next to the file name. Once you submit an application on the next tab, you cannot edit your application or files. If you need to make a correction after you submit an application, submit a new application and contact the Division.
