License No. 025525 Firm License No. C-2141 Soil & Environmental Consultants, PA 8412 Falls of Neuse Road, Suite 103, Raleigh, NC 27615 • Phone: (919) 8465900 • Fat: (919) 846-9467 saudee.com Monitoring Overview The following describes the Stream & Wetland Monitoring Plan for the monitoring of select jurisdictional waters during clearing/grading, excavation, and subsequent pumping (dewatering) operations associated with proposed Wake Stone Corporation (WSC) Triangle Quarry pit expansion in Wake County, NC. The location of the proposed pit expansion is shown on the WSC Site Plan. Portions of the proposed pit expansion boundary are adjacent to three (3) jurisdictional waters (as determined by the U.S. Army Corps of Engineers (USACE)) and include an intermittent stream and a perennial stream (per a previous NCDEQ Division of Water Resources (DWR) onsite determination) identified as Stream 2 and Stream 5, respectively, and a wetland identified as Wetland 1. The location of these waters are shown on the Approved Jurisdictional Determination Wetland Survey Plat Map. The classifications of the streams are documented in the DWR Buffer Determination Letter. Based on the expected quarry expansion timeline, monitoring will be implemented upon approval of this Monitoring Plan and issuance of the Mining Permit Modification by NC DEMLR such that baseline data for Stream 2, Stream 5 and Wetland 1 will be collected for a period of at least 12 months prior to the commencement of site clearing/grading operations within the affected watershed. Stream Monitoring Streams 2 and 5 will be monitored on regularly scheduled intervals using generally accepted stream evaluation methods and photographic documentation for the life of the monitoring plan. The primary basis of the monitoring will be classification criteria described in the most current version of the "NC DWQ-Methodology for Identification of Intermittent and Perennial Streams and Their Origins" (currently version 4.11). The intent of this monitoring is to determine what, if any, changes occur to the intermittent and perennial classifications of the streams. During each monitoring visit, the length of the stream will be traversed to observe its general condition and apparent function. The stream will be evaluated per the NC DWQ methodology considering geomorphic indicators, hydrologic indicators, and biological indicators and an NC DWQ Stream Identification Form completed. The stream will also be photographed (from similar pre -established vantage points along its length) during each monitoring visit to document its condition. Not less than four (4) photo points will be established along each stream. Copies of the NC DWQ Stream Identification Forms, photographs from each site visit and other pertinent information will be included in an annual monitoring report. (VOTE. NC DWR will be requested to renew the buffer determination letter for the quarry property at the time of its expiration on June 20, 2024. if it is determined that Stream 2 is no longer considered intermittent and/or Stream 5 is no longer considered perennial either during site monitoring or at the time of reissuance of the buffer determination letter, then DWR will be notified, and a site visit Page 1 of 5 scheduled to further evaluate the streams to consider if the adjacent pit expansion activities are negatively affecting the function of the streams. If it is determined that activities associated with the pit expansion were the clear cause of the change in the stream classification(s) (and no other potential cause(s) can be identified), then WSC will develop a remediation method or mitigative measures to be approved by NC DENILR in coordination with DWR and USACE to rectify the dewatering. Wetland Monitoring Wetland 1 will be monitored on regular scheduled intervals using a combination of hydrology, vegetation, soils, and photographic documentation for the life of the monitoring plan. The intent of this monitoring is to determine what, if any, changes occur to the overall function of the wetland including shallow groundwater levels within the wetland itself. Hydrologic monitoring will include the installation of a single groundwater gauge within the wetland to measure the depth of shallow groundwater (relative to the ground surface). An Infinities USA, Inc. pressure water level data logger will be installed as shown in the attached Gauge Installation Detail. The gauge will be set to record a single daily groundwater reading (typically early morning). The recorded gauge data will be downloaded on a regular basis and collected data will be processed for inclusion in the monitoring report. The gauge will be installed prior to the commencement of site clearing/grading and will be monitored continuously throughout pit expansion activities. In addition to gauge download, during each monitoring visit observational monitoring and documentation of the wetland will be performed. Monitoring will include documentation of existing wetland vegetation, as well as surface hydrologic indicators (standing water, staining of vegetation, wrack lines, etc.). During each visit, the wetland will be photographed (from similar pre -established vantage points) to document its physical condition. Not less than two (2) photo points will be established within the wetland. During the last monitoring visit of each monitoring year a hand auger will be advanced within the wetland area to develop a soil profile (typically 12- to 18-inches deep) to evaluate shallow soil conditions. Rainfall Monitoring For comparison with collected shallow groundwater data, site rainfall data will be collected using a single Infinities USA, Inc. rain gauge data logger installed at a location in the general vicinity of the proposed pit expansion. The rain gauge will be downloaded on a regularly scheduled basis and data processed in conjunction with the shallow groundwater gauge within the wetland and collected data processed for inclusion in the monitoring report. As necessary this data will be supplemented with normally collected rainfall data (at the site office) and/or available on-line local rainfall data. Page 2 of 5 Monitoring Frequency Upon approval of this Monitoring Plan and issuance of the Mining Permit Modification, the monitoring of Stream 2, Stream 5 and Wetland 1 will be performed as follows: a. Site monitoring visits for the evaluation of Stream 2, Stream 5 and Wetland 1, including the download of hydrology and rainfall gauge data, and site documentation (field notes, stream forms, photos, etc.) will be performed monthly for the life of the monitoring plan. b. The life of the monitoring plan will comprise duration of quarry expansion activities including and up to the completion of pumping (dewatering). operations or until such time as NC DEMLR deems monitoring activities unnecessary. NOTE. At any point during site monitoring, based upon site conditions and the recorded results of the stream and wetland monitoring, a request may be made by NC DEMLR or Wake Stone to alter the frequency of site monitoring visits or release the project from future stream and/or wetland monitoring requirements altogether. Monitoring Reporting Reporting of site monitoring activities will consist of the following: Quarterly Reports a. Quarterly written reports to NC DEMLR briefly summarizing the monitoring for Stream 2, Stream 5 and Wetland 1 for the previous quarter. The report will include the date of each site monitoring visit, a qualitative description of site conditions in the vicinity of Stream 2, Stream 5 and Wetland 1, prepared NC DWQ Stream Identification Forms, sequential photographs of each photo point, and year to date shallow groundwater gauge and rain gauge monitoring results. b. Quarterly monitoring reports will be submitted to NC DEMLR by the end of the month following the end of the monitoring quarter (ie. the first quarter's report will be submitted by the end of April, etc.). Annual Reports a. An annual written report to NC DEMLR summarizing the previous year's monitoring activities and results, and site observations along the streams and within the wetland. The report will include an opinion regarding what effects, if any, were realized on Stream 2, Stream 5 and Wetland 1, as a result of site clearing/grading operations, pit excavation and dewatering operations during the monitoring year. The annual report will include a general description of site quarry activities during the reporting period, the date of each site monitoring visit, a qualitative description of site conditions in the vicinity of Stream 2, Stream 5 and Wetland 1, prepared NC DWQ Stream Identification Forms, sequential photographs of each photo point, shallow groundwater gauge and rain gauge monitoring results, a description of any repairs or replacement of monitoring devices including dates of completion, and other noteworthy observations. The report will include a general description of quarry expansion activities anticipated within the upcoming monitoring year and any associated resultant changes in site monitoring activities. c. The annual monitoring report will be submitted to NC DEMLR by January 31st of each year for the previous year's monitoring. NOTE: Observed changes in stream or wetland characteristics, or gauge registered indicators of negative effect on shallow groundwater hydrology (potentially due to quarry operations) will be noted and reported to NC DEMLR within three (3) business days of identification. if deemed necessary, based on indicators and at the direction of NC DEMLR, in coordination with DWR and USACE a plan will be developed to augment stream and/or wetland hydrology. Details of any such plan will be coordinated with and approved by regulatory agencies at that time. These measures could include but are not limited to providing augmented flow from onsite sources. Monitoring Records A copy of this Stream & Wetland Monitoring Plan and records of all monitoring activities and data, maintenance and repair activities, annual monitoring reports and other pertinent correspondence will be maintained by the Permittee on site. Records of any or all such documentation will be made available to NC DEMLR upon request.
