Dear Mr. Mason:
This letter is in response to your October 9, 2019 letter requesting the approval to temporarily
stockpile clean, uncontaminated undercut material from NC DOT Project Nos. C204265 and C204266
in southern Asheville on Mining Permit No. -'I as indicated on the mine map submitted with your
October 9 2019 letter. This request is here approved and is contingent upon the following: No other

off-site generated material shall be brought on site or disposed of on site. The project deadline is 50
months from this approval or December 31, 2023. The leftover material may also be used in reclamation
of slopes at the Fletcher Quarry.
Please attach this approval letter to your existing mining permit for future reference. The mine
name and permit number on the permit document shall remain the same as before this approval.
The issuance of a mining permit and/or any modification to it does not supersede local zoning
regulations. The responsibility of compliance with any applicable zoning regulations lies with you.
As a reminder, your permitted acreage at this site is 121.57 acres and the amount of land you
are approved to disturb is.77.80 acres.

Harrison Construction Division of APAC-Atlantic Inc. is partnering with the NCDOT,
Fluor United Infrastructure Group, Wright Brothers Construction on improvements to
Interstate 26 on the southern side of Asheville, NCDOT Project C204265 and C204266.
Harrison Construction is requesting permission to stockpile/stage "Clean Soil
Material' at our Fletcher Quarry location for the duration of NCDOT projects C204265 and
C204266 (Project completion 50 months). "Clean Soil Material' will be trucked onsite
stockpiled/staged during phase one of the project and a percentage will be trucked off site
as fill material on phase two of the project. Any remaining "Clean Soil Material' will be used
for future reclamation of the Fletcher mine site.
