On behalf of DCI Investments, LLC, we are attaching information in response to the comments
contained in your letter of September 22, 2022. Below are the comments contained in your letter
along with our response:
Please provide proof, such as copy of the signed return receipts from certified mail, that all
adjoining landowners and chief administrative officer of each county and municipality have
been properly notified. Please provide proof for Clifford W Ranzau It Brenda Ranzau; Mary B D

• Attached is a copy of the return receipt for Clifford W. Ranzau which was received after
the initial application submittal.
• The letter to the Mary B D Grooms estate, mailed to Dorothy Amartey was returned as
"undeliverable as addressed". We are attempting to determine another address but
currently have no other information regarding this 15,000 square foot parcel.
2. Please clearly label and indicate on the mine map the mine permit boundary.
• The mine maps have been updated to more clearly indicate the complete permit
boundary.
3. Please clarify the name of the applicant. The application lists DCI Investments, LLC as the
applicant and the mine maps show Diamond Constructors Inc. of Fayetteville as the applicant.
Please make sure that the name on the application matches the name on the maps.
• The mine maps have been revised to reflect the owner/applicant as DCI Investments, LLC.
4. Please label a north arrow on sheets CS-01 and CS-03.
• Maps have been updated to show the north arrow which had inadvertently been left off.
5. Please clearly label and indicate on the mine map all structures within 300' of the mine
excavation. Aerial imagery shows a house on the west side of the permit boundary and a water
tower/ pumping station on the south side.
• Reference Sheet CS-01 of the updated plan set. Using aerial images we have indicated
the location of the residence and outbuildings on the property of Jerry Hall to the west
of the permit boundary, the location of the water tank and other structures on the County

of Robeson property to the east of the permit boundary and have also indicated the
location of what appears to be a residence on the property of Clifford Ranzau located
just south of the water tank. No other structures were identified within 300 feet of the
permit boundary.
6. Please clearly label and indicate on the map the wetlands that were identified in your
response to question C.5b of the mine permit application.
Environmental review of the borrow area was performed within and directly
adjacent to the proposed limits. No wetland indicators were present within this
area. Potential wetland indicators (hydric soil) were noted beyond the area
studied, approximately 100 feet northwest of the corner of Hallmark Way.

Please clarify how mining will occur below the water table without dewatering the
excavation. Your response in an email dated August 30, 2022, indicated that the water table
is 20-25 feet below the ground surface and the excavation will only reach a maximum depth
of 20 feet and therefore will not encounter groundwater. However, 2021 aerial imagery on
the Robeson County GIS website show an initial excavation on the property that is filled with
water.
The 2021 aerial imagery appears to have been taken after a time of significant rainfall
which resulted in standing water in the excavated area for a period of time. However, in
looking at aerial views from Google Earth in November 2020 and January 2022 (aerial
photos attached), there is no evidence of standing water in the excavation. Also attached
are photos of the excavated area taken September 28, 2022 indicating no standing water.
The owner has excavated test pits to a depth of 20 feet without encountering
groundwater.
Enclosed with this resubmittal is the following information:
• Two (2) sets of plans, updated as noted above.
• Two (2) copies of aerial images from Google Earth
• Two (2) copies of site photos
• Two (2) copies of return receipt from Clifford Ranzau
