Per your direction, Davey Resource Group (DRG) performed a wetland delineation of
the approximately 88.2-acre Black River Club Tract located off of Hwy 421 in Pender County,
NC. Our work included a review of available maps (county soil survey, USGS
topographic quadrangle, LiDAR, etc.) and aerial photographs as well as a site evaluation.
DRG staff visited the site in August of 2022 to perform the delineation. Our on -site
evaluation included assessments of the three parameters (soils, hydrology, and vegetation)
that identify the limits of wetlands as defined in the 2010 Regional Supplement to the
Corps of Engineers (COE) Wetland Delineation Manual: Atlantic and Gulf Coastal Plain
Region (Version 2.0). The following is a summary of our findings.
Staff evaluated an initial pit area and an approximately 45-ft wide access easement. The
access easement contains a 24-ft wide dirt road. Based upon observations noted at the
time of our field evaluation, it is our opinion that the pit area is entirely uplands and consists
of well -drained soils and vegetation dominated by loblolly pines (Pinus taeda). The 24-ft
wide existing road is uplands. This road crosses wetlands in several locations and jurisdictional
areas are located within the access easement. These areas exhibit conditions that satisfy the
three criteria required for the determination of wetlands. In particular, indicators of
hydrology, wetland vegetation, and hydric soils were identified. Vegetation consisted of
loblolly pine, water oak (Quercus nigra), gallberry (Ilex glabra), black gum (Nyssa sylvatico),
and red maple (Acer rubrum). Additionally, intermittent streams were noted within the
wetlands at two locations.
Please refer to the attached map depicting the approximate location and extent of areas
considered to be wetlands and waters. Our findings are based upon site evaluations, field
notes, and data gathered using a non -survey grade GPS unit. Therefore, it should be noted
that upland/wetland acreages are to be considered preliminary. Review and approval of the
delineation by the COE and a survey prepared by a Professional Licensed Surveyor are
recommended prior to specific site planning.
