Permit Modification Concrete and hnert Material Recycling
Dear W. Parr:
Thank you for your assistance with the timely issuance of the January 7, 2022 approval letter
authorizing the temporary exemption that would allow the storage and processing of offsite
material from the NCDOT I-26 widening project as noted on our December 14, 2021 site map.
Vulcan Materials Company requests percussion to accept similar materials from other nearby
sites to be recycled and processed on site in the same manner and location as the approved
concrete recycling as shown on the attached December 14, 2021 site map. VMC intends to
stockpile the recycled product in the sales yard as one of the aggregate products to be sold to
contractors.
These additional materials would include leftover concrete from our fixed plant ready mixed
concrete customers, clean rock from area projects, and other inert material similar in composition
as the concrete recycling material already approved. Vulcan is committed to applying the same
quality control measures for this additional material that it is already implementing for the
recycling and reuse of concrete material your office has recently approved:
a. All material that arrives onsite will be inspected to ensure that all such material is clean,
inert material.
b. All material will be temporarily stockpiled and processed within the current working pit
as shown on the December 14, 2021 site map and will be handled in a manner that
maintains compliance with our air and water quality permits for the site.
c. No material will be permanently disposed onsite.
d. Any foreign material that may be found within the imported material will be separated
and properly recycled or disposed off -site at a permitted landfill.

As there is an urgent need to accept and recycle this material within days of this request,
we are requesting the immediate review and issuance of another approval letter that would
be attached to our existing mining permit.
Please note that we intend to submit a permit modification in the coming months to seek
approval for the inclusion and development of a tenant site within our mining permit boundary
for this site. At that time, we can work with you to incorporate these recycling approval letters
into the conditions of the modified mining permit.
