In order for this office to complete its review of the referenced project in accordance with N.C.G.S. §74-50 and §74-51 of the Mining Act of 1971, please provide the additional or revised information in accordance with the following comments: Names of owners of record of adjoining tracts to the mine permit boundary on the mine map do not match the names of the owners who were provided notice or those withing Johnston County's GIS system. Please clearly indicate and label on the mine map the names of the owners of record of adjoining tracts to the mine permit boundary. 2. It is not clear if there are any wetland or streams present. Please clearly indicate and label on the mine map any wetlands, streams, or waterways on the mine map. Labels for silt fence are shown on the map, however line weight/line type make it difficult to see where silt fence and other initial erosion control measures are proposed. Please clarify on the mine map the location of silt fence and other initial erosion control measures. 4. Please clarify the location of the discharge point for Pit 1. Current Aerial Imagery shows that the wooded area south of Pit 1 and other areas outside of the excavation limits/affected area as noted on the mine map have been disturbed. Please clarify the activity in the wooded areas outside of Pit 1. 6. Please label the acreage of each excavation area, processing area, and stockpile area on the mine map. 7. Please label all wells within 500' of the excavation on the mine map. 8. The application states that no fuel or other solvents will be stored on site. Please clarify how processing and mobile equipment will be powered. Please refer to Section D of the mine permit application and provide a reclamation map that clearly illustrates the reclamation plan for the entire site. The map should clearly illustrate the post mining use of the entire site. It should also include all italicized items listed in the application. 10. Please provide proof that the affected area boundary has been permanently marked at the site on 100 ft. intervals. Proof of accuracy of markings should be provided through a licensed surveyor, digital file that can be field verified, or other method approved by the department. Please note, this office may request additional information, not included in this letter, as the mining application review progresses. Be advised that our review cannot be completed until all of the items listed above have been fully addressed. If you are unable to meet this deadline and wish to request additional time, you must submit information, in writing, to the Director clearly indicating why the deadline cannot be met and request that an extension of time be granted. If an extension of time is not granted, a decision will be made to grant or deny the mining permit based upon the information currently in the Department's files at the end of the 180-day period. Though the preceding statement cites the maximum time limit for your response, we encourage you to provide the additional information requested by this letter as soon as possible.
