Dear Mr. Parr,
HDR is in receipt of your letter dated April 16, 2021 which outlines comments related to the
following document:
• Permit Modification: Colon Mine Site, Permit No. 53-05, Green Meadow, Inc., Sanford, NC.
Prepared by HDR Engineering, Inc. of the Carolinas, Charlotte, NC (HDR). Dated March
2021.
The comments are repeated below, with responses provided in italics.
1. Please clearly indicate and label the existing permit boundary on the mine map and provide
geographic controls for the boundary (e.g. metes and bounds, coordinates, etc.)
Response: The existing permit boundary and geographic controls have been added to the
Mine Map (Sheet OOG-02). Note that due to space limitations, additional boundary
information is included in new Detail 5 on Sheet OOC-05.
2. Please indicate the County in which the mine is located on the Mine map.
Response: The mine location (i.e. Lee County) has been added to the cover sheet and Mine
Map (Sheet OOG-02) as Note 9.
3. Please clearly show the location of all planned on -site buildings.
Response: There are currently no plans to construct any on -site buildings. This has been
noted on the Mine Map (Sheet OOG-02) as Note 10.
4. Please provide the acreage table on the mine map.
Response: The acreage table has been added to the Mine Map (Sheet OOG-02).

5. Please identify and label the location of onsite storage facilities for fuel tanks, solvents, or
other chemical reagents.
Response: There are currently no plans for on -site storage facilities for fuel tanks, solvents, or
other chemical reagents. This has been noted on the Mine Map (Sheet OOG-02) as Note 11.
6. Please refer to Section D: Reclamation, of the Mine permit application. Please provide a
scaled cross section through proposed bodies of water that will be left as part of reclamation.
Response: Sections A and 8 on Sheet OOC-04 have been revised to indicate proposed
bodies of water that will be left in the future mine area as part of reclamation.
7. Please identify onsite roadways that will be left as part of reclamation and provide details on
permanent road and ditch line stabilization. Sheet OOC-03, shows roads crossing through the
post reclamation lake.
Response: The locations of on -site roadways that will be left as part of reclamation have
been added to Sheet OOC-03. A permanent road detail has been added as Detail 6 on Sheet
OOC-05.
