Engineering • Land Surveying • Construction Inspection February 25, 2022 Mr. Adam Parr PE, Assistant State Mining Specialist NC DEQ Division of Energy, Mineral, and Land Resources Land Quality Section 512 North Salisbury Street Raleigh, North Carolina 27604 Re: Clear Creek Quarry (Permit #60-11) Mecklenburg County 2022 Mine Permit Modification Request for Additional Information Dear Mr. Parr; Please find enclosed two copies of the revised project drawings for the quarry. The plans have been modified to address the comments in your review letter and to also add a material storage area on the north side of the pit. This area was shown as being disturbed on the previous drawings. Your comments have been listed below along with a description of the revisions that were made to address your comments. 1. Please indicate and label on the mine map the outlets to the new basins. The two basins proposed are rock dams that have spillways across the majority of the rock embankment. A spot elevation with the elevation of the spillway is listed. I have adjusted the color of the proposed rock Jana, added additional outlines for the rock dani features, and removed the proposed grades on the rock section so the location of the structure is easier to see. The detail on sheet 4 has also been modified to include a spillway elevation. A basin grading exhibit with a larger scale has been added to the design calculations to show how the rock dam fits into the terrain. 2. Please provide a note on the reclamation map clarifying that RD 01-11 will be removed as part of the expansion. Other erosion and sediment control (E&SC) measures are shown. with a note stating they will be removed. The requested note has been added to the reclamation map. Notes have also been added to the mine map to indicate which existing basins will be removed Barring the pit expansion. 3. Please clarify what will happened to observation well 04 on the west side of the pit during the northwest expansion. The observation well will be removed as the pit is expanded. A note has been added to the mine map to indicated that the removal can not occur until approval has been obtained from NCDEQ-LQ. The well is located near the edge of the cut limits and may not need to be removed depending on the field conditions and depth of rock. If the well needs to be relocated, the new location can be determined in the field with NCDEQ personnel prior to the removal of the well. 120 South Main Street P.O. Please clarify how runoff will be diverted to RD-22 along the clearing limits. Silt fence alone is not adequate to function as a diversion channel. On the north side of the clearing, the drainage area flowing to the silt fence during the original clearing is less than 100 feet in width. The silt fence has been revised to include bends to prevent runoff from traveling down the fence line and stone outlets. The temporary diversion on the west side of the clearing will divert runoff to rock dam 22-2. A construction detail for the silt fence outlet has been added to the detail sheet. 5. Please remove features from previous modifications. The notes associated with previous mine featzn•es that are not relevant have been removed or relocated. The label for the Northeast Berm was shied to the previously approved future berm on the north side of the pit. The following revisions were made to add a material storage area on the north side of the pit in the area that was previously included as cleared area on the mine map • A materials storage area labeled OB-22 has been added on the north side of the expansion area. • Riprap Channel 224 has been added along the south side of materials storage area OB-22. • The construction dimensions for Riprap Channel 22-1 have been added to the detail on Sheet 6. The detail was altered to list a geotextile fabric beneath the stone. • A construction detail for a silt fence stone outlet was added to Sheet 5 • A construction sequence for the materials storage area 013-22 berm has been added to detail sheet 5. A reference to the location of the sequence has been added to sheet 6 near the location of construction sequences for other storage berm construction sequences. The sequence includes provisions to keep the storage area runoff diverted to the south during construction. • The data for the East Berm Extension has been removed from the Overburden Storage Area Construction Sequence on detail Sheet 6. • The spillway lengths for Rock Dams RD 2-1 and RD 22-2 were revised on Detail Sheet 3. • The revision note on Detail Sheet 4 was corrected. The calculation package has been revised to include a riprap channel design and a drainage basin exhibit for the channel drainage area. A digital copy of the package is being sent by email.
