l Ihave Ibeein a iresident of Wake County and frequent user of Umstead State Park since 1983.
l visit the Ipairk almost every day, so the weffaire of the Ipairk is liirnpoirtaint to erne. l attended the
virtual) Ipulblic Iheair9lings of Juine 23 and JUly'7 and heard the mainy passionate voices that
spoke out llin opposition to this Ipeirmit einsuiring the (private destruction of IpubBlic Ilaind adjacent
to the Ipairk. l found the arguments to Ibe vallid and compellfiing and l agree with all the
concerns raised. l willl limit my comments to two concerns.
The Permit would einable ain operation that will Ihave a sig16ificaintly adverse effect oin the
�puirposes of the IpulbBlicily owined Ipairk, forest, and irecreatioinall area known as Umstead State
Park. The inolise generated Iby the ireirnovall of the forest, the oin golfing Nasting and the
moveiment of Ihaulling trucks are llin coin sisteint with the recreafioinall emission of a North Cair6lllina
State Park. The Iiinevitable airborne Iparticullates and se61ment iruinoff are clearly at odds with
the State Parks' mission to conserve and protect representative examples of North Cairofina's
inatui4l (beauty, ecolloglicall features, irecreatioinall and cuftu14l resources within the state parks
systeim.
My second concern is with the inatuire of the lease and how it willll Ibe observed and einfoirced
over the Iloing term. The origllinall miinlling Permit 92 10 for the current Wake Stone quarry site
was entered llinto llin 1981, specifylling a 50 year lease, after which the Ipropeirty would Ibe

turned over the State of Noirtlh Cair6lhlina. Thirty seven years llinto t1his Ilease, llin 2018, t1his
sunset cVa use was removed from the Ipeirmit ireinewaL If such irro6fications can Ibe imade to
imiinlling Ipeirmits with ino notification to the adjacent State Park system and nearby iresideints
and businesses, fuirtlheir Ipeirmitting inext to Uirnstead State Park s1hoUld inot (proceed.
