Again, I'm very sorry for letting this one accidentally slip by me. I couldn't find an official form to fill out but here are my comments:
There is no evidence within the application that the applicant has secured jurisdictional determination from the US Army Corps of Engineers. Since there is no set of maps, or digital
information, that is accurate regarding where jurisdictional streams, wetlands or other surface waters are located, the only way to verify that they are avoiding ALL features on the
property is to secure a USACE verification.
There is one area within the project (shown below circled in red) that it appears that all surface drainage may be routed away from the channel. Given that many small headwater streams
in the INC piedmont are fed by surface drainage and shallow groundwater, DWR is concerned that there may be indirect impacts to this channel.
