You are correct that a permit modification is not required for the addition of a portable crushing plant. You will need to submit the notification of construction and start-up along with an updated equipment list / flow diagram as required in the permit. Also, you will need to comply with any NSPS Subpart 000 requirements that apply. If you have any additional questions or concerns, please let me know. Thank you, Taylor Taylor Hartsfield, EIT, CPM Regional Supervisor Division of Air Quality, Raleigh Regional Office North Carolina Department of Environmental Quality 919.791.4200 (Main) 3800 Barrett Drive 919.791.4289 (Direct) Raleigh. AIR PERMIT I\O.02065R22 Issue Date: February 10, 2016 Effective Date: Fchruary 10. 2016 Expiration Date: January 31.2024 Replaces Permit: 020651121 Ms. Hartsfield, Hanson has applied to the DEMLR to modify its mine permit to add a new rock quarry area to its existing Princeton 11 Quarry Mine Permit No. 51-05. The "new pit" will be across the street (Rains Mill Road) from the existing "old pit". Initial plans are to start the new pit by installing vegetated screening berms on the new pit perimeters. When we have removed enough overburden material and reach granite, we would blast, and then, load a portable primary crusher plant with shot rock. Crusher output material that needs further reduction and screening would be loaded on dump trucks and hauled across Rains Mill Road to be introduced into the existing air permitted plant, NC Air Permit No. 0206R22. So, all processing beyond primary crushing would occur at the existing old pit plant operations. NCDELMR has requested additional information, and item k14 involves notifying the DAQ. 14. Please provide proof of notification to the Division of Air Quality for any additional equipment including the proposed portable plant Below, please see the initial submitted mine map with the proposed new pit at the top (north) of Rains Mill Road and the existing permitted old pit below (south). Is an air permit modification even required for the addition of a portable crushing plant. We added a 350-ton per hour portable crusher plant at our Holly Springs Quarry, and it was determined that a modification was not required. However, it was located within the existing pit, below land surface elevation. This proposed Princeton portable crusher plant would most likely be below land surface elevation, as well. Following mine modification approval, it is our intent to submit a notification letter to your office of the anticipated start -of -construction date / anticipated actual startup date to install a portable crusher plant and include an updated equipment list / flow diagram. If an air permit modification is required, then we would still wait until the mine modification is approved. Zoning for these operations has already been approved. At a later date, a fixed primary crushing operation will most likely be installed in the new pit.
