The project application indicates temporary construction entrances and temporary mats will be used within Lake Lure.
The US Army Corps of Engineers considers these temporary fills. In addition, if the direct excavation below the normal
water level of Lake Lure involves the double -handling of dredge spoils, that activity may also be considered a fill. DWR
recommends DEMLR secure correspondence from the Corps indicating no 404/401 required.
