INTRODUCTION & SITE DESCRIPTION
Ground Truth Soil Consulting, PLLC (Ground Truth) was employed to complete a
Jurisdictional Feature Delineation within the study area located on the north side of NC Hwy
24 in Newport, Carteret County, NC (PINs: 630501077857000). The project study area
consists of approximately 29 acres and is shown in red on Figures 2 and 3.
INVESTIGATION METHODOLOGY
The field survey was conducted from May to June 2021, by John C. Roberts, LSS. The
jurisdictional delineation was performed using the three -parameter approach as prescribed in
the 1987 US Army Corps of Engineers (USACE) Wetlands Delineation Manual
(Environmental Laboratory 1987). The Regional Supplement to the Corps of Engineers
Wetland Delineation Manual: Atlantic and Gulf Coastal Plain Region (Version 2.0) was also
utilized. Hydric soil determinations were made using Field Indicators of the Hydric Soils in
the United States, Version 8.2 (2018).
FINDINGS
A jurisdictional wetland was identified on the property (Figures 2 - 3). A site visit with
Army Corp of Engineers (ACOE) representative Thomas Charles was completed on August
6, 2021. The jurisdictional features shown in the attached figures were confirmed by Mr.
Charles. It is highly recommended that development of this property is completed without
any impacts to the jurisdictional features.
CONCLUSIONS
Jurisdictional features were identified within the project study area and were confirmed by
the ACOE. Site work is not expected to include the ACOE's jurisdiction if required setbacks
are maintained from jurisdictional features that include the wetland in the southern portion of
the project study area. Extreme care should be taken to not impact or disturb these features.
Please note that no site work is expected north of the Limit of Investigation line shown in
Figures 2 and 3.

Good afternoon Tom. Thanks again for meeting with me last Friday. As discussed, the sand mining operation will
maintain a 50-ft buffer from the wetland delineation line shown on the attached figures. Mining activities will not extend
past into these wetland areas or outside the "Study Area" identified on the attached figures in red. Please let me know if
you have any questions or need additional information.
