Years ago, I was working with Linda Willis, then of DWR, regarding mines and NPDES stormwater permitting. Somewhere was a referendum or memorandum or agreement or rule that there should be no new discharges to HWQ or ORW. Do you know what I speak of? I one particular case (most were in Carteret County) was the S&P Sand Mine. See Attachment. In the S&P, the 7Q10 for the stream in the summer was 0 (zero). So any discharge to that stream was a violation. Downstream, past Highway 24 is Goose Creek HQW,ORW (and by connection,so is the unnamed trib upstream). Somehow we allowed this discharge, and many others. The question remains, are these discharges allowed? If not, by what rule? Send all suspicious email as an attachment to Report Spam, Megan; I am James Izzell, a Geologist / consultant, assisting Sunland Sand and Gravel with obtaining permits for a proposed sand mine in Carteret County. The proposed mine is on NC Highway 24, just east of Bogue. There has been sand mining on the property previously a few years ago. The new mining area proposes to pump groundwater and stormwater into the old mining area (pond), and allow that pond to overflow through a previous discharge point into Goose Creek. It appears that Goose Creek is classified as HWQ-SA. My question for you is, what are the specific rules / restrictions for discharging fresh water into Goose Creek (HWQ-SA)? I have worked with sand mines and quarries all over NC for 30 years, but I have never worked with a site discharging into that particular classification. I see in reading the NPDES Permit (NCG020) that there are additional qualitative parameter tests, which we will incorporate into the Stormwater Pollution Prevention Plan. Are there any other restrictions that we should be aware of? Is there a concern with a potential mixing of salt and fresh water?
