Dear Mr. Garvey:
Thank you for your letter transmitting the archaeological report and site forms for the project noted above.
We have reviewed this report and offer the following comments.
Twenty-four archaeological sites (31JT512 through 31JT535) were identified and recorded as a result of the
survey. Nineteen of these sites were produced by nineteenth- through twentieth-century occupation of the
project area, and nine sites contain precolonial components. Based on their lack of significant historical
associations and research potential, the project archaeologist does not recommend that any of the
identified archaeological sites be considered eligible for listing in the National Register of Historic Places.
Based on the information provided, we concur with this recommendation. In a letter of November 2, we
concluded that no historic structures eligible for the National Register are present in the project area. We
therefore find that the proposed project will have no effect on any properties eligible for listing in the
National Register.
According to the submitted report, the collected artifacts are to be returned to the landowner. Please note
that this is inconsistent with the Office of State Archaeology's Archaeological Investigation Standards and
Guidelines(https://files.nc.gov/dncr-arch/OSA Guidelines Dec20l7.pdf).All materials —including
artifacts, floral and faunal remains, and sediment samples, along with related documentation such as
original field notes, maps, photographs, artifact inventory lists, and analysis forms — recovered and created
for purposes of compliance with state and federal regulations should be permanently crrated in an
approved archaeological repository, preferably in the state of North Carolina (OSA Guidelines, page 19).
Principal investigators are expected to arrange for the clear legal transfer of ownership, or, if necessary,
permanent or long-term loan of all such materials to the curation facility. Since archaeological
investigations are inherently destructive and non-replicable, these guidelines ensure that collected artifacts
and associated documentation from work done in the public interest will be available to future researchers.

Management Summary
On behalf of Hanson Aggregates Southeast, LLC, S&ME, Inc. (S&ME) has completed a Phase I archaeological
survey of an approximately 418.29 acre quarry expansion of the existing Princeton II Quarry located in Johnston
County, North Carolina. The proposed project area covers two noncontiguous areas located north of the town of
Princeton, along Rains Mill Road and the Little River (Figures 1.1 and 1.2).
In response to a scoping letter submitted by S&ME to the North Carolina State Historic Preservation Office
(SHPO), the SHPO recommended a comprehensive archaeological survey of the project area, due to the project
area being located within the floodplain and terraces of the Little River and because the 1911 soil survey map
indicated a home site within the proposed project area (Letter from SHPO to Kimberly Nagle, dated August 10,
2018, Appendix A). The SHPO requested photographs, a description of structures over 50 years of age within the
project area, and what action would be taken in regards to the structures during construction/expansion, in order
to accurately assess impacts to historic properties. The requested information was provided on October 8, 2018
and a no historic properties effected response was received on November 2, 2018.
The following work was conducted in response to the SHPO letter and was carried out in general accordance with
the agreed -upon scope, terms, and conditions presented in S&ME Proposal No. 42-1800189, dated February 19,
2018.
Fieldwork for the project was conducted intermittently from September 10 through October 5, 2018; specifically,
three people worked for 12 days on the project. This work included a Phase I archaeological survey of the project
area. The Area of Potential Effects (APE) for direct effects for the proposed undertaking includes the area within
the project area boundaries; indirect effects were not assessed, as the SHPO response to the scoping letter did not
express interest in structures outside of the project area.
As a result of the investigations, 24 new archaeological sites (31JT512 through 31JT535) were identified (Figures
1.1 and 1.2; Table 1.1). The 24 archaeological sites are recommended not eligible for inclusion in the National
Register of Historic Places (NRHP). It is opinion of S&ME that no significant resources will be impacted by the
current undertaking and that no further cultural resource work is necessary for the project area. If the project
boundaries change, additional investigations may be necessary.
