HomeMy WebLinkAboutT-LaBounty_Public_Hearing_NotesNCDEMLR Public Hearing Comments October, 29, 2021 (6:00 PM) Scott Farm Road Mine Tim Morton Trucking, LLC Hearing Officer: Timothy Labounty Fayetteville Regional Office William (molar Did not respond to being called in order reportedly due to technical difficulties on commenter's end but was able to communicate later in public hearing. • Expressed concern over County's public water supply wells/system and neighbor's wells. • Indicated there were 2 violations listed on the website pertaining to SW runoff/sediment issues and one was unresolved • Expressed concern over the potential for standing water/mosquitoes and other organisms that could potentially affect well water • Was concerned about the potential for the proposed lake reclamation not being implemented and a landfill possibly being operated at the location • Expressed concern over Wildlife Protection/Fencing Ethan Koslowski • Made reference to item No. 4 in application and inquired how it was determined that no one had wells • Inquired about consideration of neighbor's wells and indicated that well water was used in the area. • Expressed concern over potential air/dust related issues. Reported that dust clouds from previous activities were observed. • Express concern over the low infiltration rate relative to the proposed discharge into the subsurface. Jim Van Riper (1" Comment Period) Did not respond to being called in order reportedly due to technical difficulties on commenter's end but was able to communicate later in public hearing. • Indicated that he lived within 1000 feet of the proposed site and is served by a well (residential and agricultural) • Express concern over the infiltration rate relative to the proposed discharge into the subsurface. • Expressed concern over potential stream/surface water impacts on his property from sediment/runoff relative to the continued use of these features for wildlife and recreation. • Inquired as to the ownership of the land. Franky Howard Did not respond to being called in order reportedly due to technical difficulties on commenter's end but was able to communicate later in public hearing. • Thanked all parties involved for holding/participating in the hearing on behalf of the County Commissioners. • Expressed concern over potential impacts to recent reported $11 Million county public water supply improvements that included two wells. • Expressed concern over potential impacts to private water supply wells. • Plans to submit comments in writing to DEMLR. Tyndall Lewis (McDavid and Associates —Jones County Consultant/Rep.) • McDavid is the Engineering firm representing Jones County for the Jones County Public Water Supply System. • According to Mr. Lewis, the proposed mine site is reportedly located about % mile east of the new Water Treatment Plan and Wells 9&10 that are scheduled to become operable in September 2021. • Expressed concern over potential impacts to the water supply project that has been under construction for years and is requesting aquifer modeling/hydrogeological analysis including fresh/salt water interfacing. • Expressed concern over potential impacts to well yields. • Plans to submit comments in writing to DEMLR. Call -in (un-named) on behalf of Eleanor Sims property • Expressed concern over reported asphalt pavement impacts on HWY 17. • Express concern over potential for dust based on observations of previous activities. • Express concern over dump truck parking at 121 Scott Farm Ln. Jim Van Riper (2nd Comment Period Called back for additional comments near the end of the hearing. • Inquired as to land ownership and reported an apparent tax record discrepancy • Indicated that the owner appears different than what is included on application • Inquired as to who pays taxes on the land
