How did the applicant verify that no one is wells as stated on page 4 of the application? I am on a well
and there are other neighbors on wells as well. Air quality is a concern. Vehicles on the entrance road
will cause dust. There will be a dust cloud going in and out of neighborhood. During a previous
operation big trucks caused a dust issue.
100,000 gpd pumped into the ground will cause issues. There is concern that water will build up on the
surface and drain slowly. We have surface drainage issues with the soils that exist in the area.
Again, how did they verify that no one was on wells?

I live within 1000 ft of proposed mine. I have a well and use it for irrigation and use for household
purposes. Will 100,000 gpd pumped from the mine make it back into the aquifer?
There is a stream next to proposed mine, which flows next to my property. Sediment from the mine will
go into the stream and will then go into my property. There is wildlife in the stream, and I use it for
recreation purposes. Sediment will cause issues.
There was a concern with who owns the land, where the mine is proposed? Who is the tax owner and
who is the owner of the land?

Speaker 3 - Tyndall Lewis
I am an engineer with McDavid and Associates, who provided the engineering for the Jones county
water system.
The proposed location is 0.5 miles east of Jones County water treatment plant (WTP) and wells 9 and 10.
Wells are scheduled to be in place Sept 2021. It was a significant cost to build the WTP and 9 and 10. 1
believe the operation may impact the WTP and wells 9 and 10. There should be an investigation for
ground water and model the mining operation and its impact to groundwater. They need to do a
ground water study. Lowering ground water table will impact salt and fresh interface and introduce
chlorides. This could make wells 9 and 10 unusable.
How will mine dewatering impact groundwater in the area?

It is concerning that the application was not aware of the county wells or other neighbors' personal
wells. There seems to be a lack of concern for the violations from the applicant that were listed as
unresolved. Water runoff was listed as the cause of the violation in the past. Water runoff from this
mine will cause sediment to go down to the Trent river and eventually down the Neuse river. There is a
concern about standing water which will cause mosquitos and other organisms which would cause
problems to wells.
The reclamation plan for previous mining was also supposed to be a lake, but this did not happen. What
measures are in place to keep it from happening or becoming a landfill. What is in place to protect
wildlife?

Speaking on behalf of the other county commissioners. Thanks for allowing this public hearing to occur
and to have folks submit their comments. I'd like to reiterate the comments raised by Tyndall Lewis who
was speaking on behalf of the $11M WTP project. There are concerns with private wells and the
possible impact. I will also submit comments in writing.

Grandson of Elanor Sims and speaking on her behalf. Owns land and building for main land propeller
which neighbors the site. Dump trucks from previous operations caused issued with road, the neighbors
came together to pave and fix the issues that were caused in the past. The dust was terrible before as
well. Some of the trucks tried to park on mound portion of our property and almost crushed in that
section.
