Please be aware that the original complaint came to a different department on the 4th of February and that the complaint was general in nature. The complainant was not citing any one particular 'blast' but was noting that the 'blasts' were becoming louder, stronger, and more frequent. Complaints are typically reported into the Regional offices as a first line of communication, however they are investigated and enforced upon, if necessary, by the central office here in Raleigh. My next steps are to open a complaint file for the mine permittee and request blasting records for the date of the complaint. We will also request records for 1 blast prior and 1 blast following the reported complaint blast. Other information that I need to gather is where the complaint came from and contact information from the complainant. The contact information is used when drafting a letter of our findings during the investigation. The location (typically address) is used to determine distances from the quarry to the location of the complaint. If you have the date, location, and contact information and can provide that information to me that would be helpful. If not, and only have the contact information I will reach out to determine the date and location of the complaint. My department is receiving complaints about the increased frequency and noise levels of blasting occurring at this quarry. Our department was wondering who the right person in your office was to contact about measuring and verifying the validity of these complaints, and if there was a typical process that you use in these situations.
