Dear Concerned Citizen:
The Division of Energy, Mineral and Land Resources has received considerable
correspondence related to the referenced mining permit application and, pursuant to G.S. 74-
51 of the Mining Act of 1971, the Interim Director has deemed that a public hearing is
warranted. Please find enclosed a copy of the public notice listing the date, time, and location
of the hearing along with a brief description of the hearing format. The Mining Act of 1971 may
be downloaded by going to:

Please note that a copy of the mining permit application and corresponding maps are on
file with both this office and our Winston Salem Regional Office (phone no. 336-776-9800) for
public information and review prior to the date of the public hearing.
G.S. 74-51 lists seven denial criteria that can be considered by the Department in
making its decision to grant or deny a mining permit. Please note that the Act does not have
jurisdiction over offsite truck traffic, noise, and potential impacts to property values.
G.S. 74-65 explains the Act's effect on local zoning ordinances.

Notice is hereby given of a public hearing to be held by the North Carolina Department of
Environmental Quality concerning Alamance Aggregates LLC's application for a mining permit
for a crushed stone mining operation located off Clark Road in Alamance County.

PURPOSE:
To receive comment related to the application for a mining permit for a crushed stone mining
operation located off Clark Road in Alamance County.
Comments shall be limited to those that relate directly to the seven (7) denial criteria listed
under G.S. 74-51 of The Mining Act of 1971 that the Department considers in making its
decision to grant or deny a new mining permit application or a modification to an existing
mining permit. These criteria are as follows:
The Department may deny such permit upon finding:
1. That any requirement of this Article or any rule promulgated hereunder will
be violated by the proposed operation;
2. That the operation will have unduly adverse effects on potable ground
water supplies, wildlife, or fresh water, estuarine, or marine fisheries;
3. That the operation will violate standards of air quality, surface water
quality, or ground water quality which have been promulgated by the
Department;
4. That the operation will constitute a direct and substantial physical hazard
to public health and safety or to a neighboring dwelling house, school,
church, hospital, commercial or industrial building, public road or other
public property, excluding matters relating to use of a public road;
5. That the operation will have a significantly adverse effect on the purposes
of a publicly-owned park, forest or recreation area;

6. That previous experience with similar operations indicates a substantial
possibility that the operation will result in substantial deposits of sediment
in stream beds or lakes, landslides, or acid water pollution; or
7. That the applicant or any parent, subsidiary, or other affiliate of the
applicant or parent has not been in substantial compliance with this
Article, rules adopted under this Article, or other laws or rules of this State
for the protection of the environment or has not corrected all violations
that the applicant or any parent, subsidiary, or other affiliate of the
applicant or parent may have committed under this Article or rules
adopted under this Article and that result in:
a. Revocation of his permit,
b. Forfeiture of part or all of his bond or other security,
c. Conviction of a misdemeanor under G.S. 74-64, or
d. Any other court order issued under G.S. 74-64, or
e. Final assessment of a civil penalty under G.S. 74-64.
In the absence of any findings set out above, or if adverse effects are mitigated by the
applicant as determined necessary by the Department, a permit shall be granted.
COMMENT PROCEDURE:
All persons interested in this matter are invited to attend. The hearing will be conducted in the
following manner:
1. Explanation of the action for which the permit is required by the hearing
officer.
2. Explanation of the permit procedures as set forth in The Mining Act of
1971 by the Division of Energy, Mineral, and Land Resources.

3. Public Comment - Comments, statements, data, and other information
may be submitted in writing prior to or during the hearing or may be
presented orally at the hearing. Persons desiring to speak will indicate
their intent at the time of registration at the hearing. So that all persons
desiring to speak may do so, lengthy statements may be limited at the
discretion of the hearing officer. Oral presentations must not exceed the
time limit established by the hearing officer. Any oral presentation that
exceeds three (3) minutes must be accompanied by three (3) written
copies, which will be filed with the hearing officer at the beginning of the
oral presentation.
4. Cross examination of persons presenting testimony will not be allowed;
however, the hearing officer may ask questions for clarification.
5. (Optional) The applicant may make a short presentation at the end of the
hearing and may be available for individual/group discussion after the
hearing is adjourned.
6. The proceedings will remain open for a period of ten (10) days following
the hearing for additional written arguments or statements.

A copy of the mining permit application and corresponding maps are on file with the Winston
Salem Regional and Raleigh Central Office, Land Quality Section, for the public's information
and review prior to the date of the public hearing. Additional information concerning this

Dear Ms. Wenner;
My wife and I are the owners of the property located at 821 and 829 Soapstone Trail in Snow
Camp, NC.
I understand that a company wanting to open an aggregate mine at the address of 1549
Quakenbush Road in Snow Camp has made application for licensing with your division of state
government.
As a homeowner in the immediate vicinity of the proposed mine, I would like to request a
public hearing regarding the proposed Alamance Aggregates Company's application.
It is my understanding that no environmental impact study has been conducted and affected
residents have had no opportunity for public input or been provided information on the scope
of the project. I have serious concerns about the environmental and safety issues this
presents to our community. These include potential groundwater and well water
contamination, dust and air quality, increased traffic and the effects on wildlife, local farmland
and livestock. A Colonial Pipeline Company pipe carrying jet fuel, gasoline, diesel fuel, fuel oil
and kerosene runs directly through the north boundary of the proposed mine creating a
potential catastrophic scenario if the pipe is compromised by the mining activities.
The project is located near several bodies of water and creeks including a 26 acre lake that
serves as a habitat for several species of fish, migratory water fowl (geese, ducks, etc.) and
permanent fowl such as hawks, osprey, blue herons and American bald eagles. In addition, the
lake has a soil dam and vibrations from blasting may affect its integrity.
Finally, one of the byproducts of mining and crushing of gravel is Crystalline Silica, a known
carcinogen (http://www.osha.gov/OshDoc/data General Facts/crystalline-factsheet pdf)
which could be introduced into the air in close proximity to adults, seniors, wildlife, lakes and
creeks. This site is also only 1.5 miles from the Sylvan Elementary school.

Because we have received no information from either the mining company or Alamance
County, we have no idea how these issues will be addressed.

A final, and most disturbing concern is the Hazardous Liquid Pipeline which
either runs through the site or close to it. Regardless, any vibration from blasting
may cause a disruption in the pipeline with kerosene, jet fuel, etc. pouring out
into the environment.
Hopefully this will not be another endeavor of a company wanting to access
Alamance County in order to mine products like asbestos or the like. Thanking
you in advance for any assistance you can give this matter.

The association of this project with Chad Threatt/Boggs Paving. Both NC and SC have already taken
legal action against this company in the past for illegal and unethical practices.Allowing a mine
associated with them into our community is extremely concerning.
Potential for damage to creeks,ground water, and aquifers.Snow Camp relies solely on private
wells for our drinking water. Damage to this water source would irreparably damage our
community.
Proximity to the Colonial Pipeline.Alamance Aggregates did not notify Colonial of the proposed
mine,even though the pipeline runs through the property.This is an extremely dangerous
situation,as evidence by the explosion in Alabama in 2016.The safety of local residents must be
addressed.This is quite literally a life-or-death situation if the blasting and truck activity threatens
the integrity of the gas pipeline.
Dust and air quality contamination.This is a residential and agricultural area, not industrial.There
need to be studies done and precautions taken to protect the health of the residents. One of the
byproducts of mining is crystalline silica,which is a known carcinogen.
Increased traffic is a major concern.The roads in Snow Camp are of fair/poor quality,and we have
many bridges and culverts throughout the area. Heavy truck traffic on a daily basis will make them
virtually unusable for local residents. Additionally, studies need to be done to ensure that these
residential roads and bridges can withstand sustained heavy truck traffic.
Proximity to the local elementary school and churches. Precautions need to be taken to protect
pedestrians,school buses,and local motorists from the dangers of heavy truck traffic.
The effect on local wildlife,farmland,and livestock.The project is located on or near several bodies
of water,and part of it is within a FEMA flood plain.We have seen the effects in Eastern NC of the
damage that can be caused from run-off. Have proper studies been done and precautions taken to
protect the surrounding farms,creeks,and natural areas from mine run-off?
We are asking that the permit approvals be held until public input can be provided in a hearing with

understanding that the Planning Department of Alamance County has placed an approval on this
application.
I am appalled that a company would even attempt to put a company of this nature in a quiet residential
community where multiple families live. We moved to this community for health and safety reasons,
and I feel the environment would be negatively affected by operations of this nature. This would be a
major health hazard for people,farm land,farm animals,well water,air quality,wildlife,and especially
children. I personally have asthma. Wow will the dust and by-products affect my condition? Will the
children in this community have their health negatively affected because of the dust and carcinogens in
the air. Will they even be able to play outside?
it is my understanding that the entrance to this company wil be less than a quarter of a mile from my
home. To my knowledge,no one in this community has been given any information about this plan nor
given a chance fute this application.
We are deeply concerned and hope our concerns will be addressed. In my opinion, it is not right for a
company that is not even located in this area to come in and run rough shod over a community. And
why were they approved in the first place with no input from the people.

that would suffer from the blasting.
It seems that the nearby utility companies were not notified. It also appears that the shell corporation
was started by folks from a company that were banned in SC and from Federal bidding due to fraud.
There are other allegations against this company also.There is an attorney looking into this.
The speed at which this project is moving forward does not appear right, given the environmental
concerns and the lack of notice to proper authorities.
Please commence a public hearing so that all facts may be brought to light.

Company gravel pit application at 1549 Quakenbush Road, Snow Camp, NC. As far as I know, no
environmental impact study has been conducted and as an affected property owner I have not been
provided with any information on the project,other than what our HOA has passed on.
I was shocked to hear of the proximity of the proposed mine to an underground gasoline pipeline that
parallels Quakenbush Road. This seems like a dangerous and irresponsible location for a mine that will
include blasting. I also have huge concerns over the effects of the mine on water quality(and quantity
as most of the households surrounding the mine are dependent on wells for their water) and on air
quality (based on what I've read crystalline silica can cause issues ranging from lung irritation to silicosis
and lung cancer).
I reside in Orange County but have owned property on Clark Rd in Snow Camp for 20 years that I hope to
retire to as soon as 2020. 1 wanted to express my concerns and I appreciate any assistance in moving
this discussion into a public forum.

lomtine in this-area. om reports the operation for this mining/gravel operation has been approved by the
Alamance County Planning Department following the rules of the Alanmance Connty�idmanorlanH"use.
No advance notices were issued about this operation and approval to residents of Snow Camp. I understand
that your Department may,in fact,have final approval based on environmental and safety concerns.
I would like to request that you and your Department please consider the environmental and safety impact
of this operation. We here in Snow Camp may be severely affected because of disturbance of our water
supply. Seems like a large and deep quarry would affect the aquifer,probably reducing the water available
in wells and/or contamination of them. This would create serious problems for Snow Camp residents.
Could this become a similar situation as Duke Energy's Coal Ash problem? Buck Steam Plant's problem in
Rowan County,Dukeville,ultimately ended with Rowan/Salisbury extending water services to that
community. There seems to be no Alamance County provided water supply near by should ground water
become unusable. (To my knowledge none is planned for this area.)
I believe a person should be able to develop their property as they see fit but not when it can seriously affect
other peoples property and way of life.
The Dukeville Community probably grew up around Duke's Buck Steam Plant and over time the problems
of ground water contamination became apparent. These people moved in and around the community after
the plant was operational and maybe should have guessed/known the risks. However,here in Snow Camp
the people are already here settled into a rural life style. Now comes along Alamance Aggregate Company
and I believe will affect our environment. What are Snow Camp residents to do when our water turns bad?
Would you consider Alamance Aggregate Company a good neighbor? Probably Alamance Aggregate
Company picked Snow Camp because the land is cheaper than more industrialized areas in Alamance
County. Perhaps they should find a place where commercial city/county water is available which protects
near by residents.
Please consider the full and long lasting impact this operation will have here in Snow Camp. We have no
defenses to remain self sufficient unless other remedies are brought into our area. (water,improved roads
and other pollution mitigation.)
Thank you for your serious consideration of these and other possible issues that will arise due to Alamance
Aggregate Company's operation so remote from any other industrial complexes. Without substantial .
county support for the environmental issues mentioned herein, please reject Alamance Aggregate
Company's Application.

Dear Ms.Werner,
I am a concerned resident of Snow Camp in Alamance County regarding proposed gravel mining permit
request by Alamance Aggregate, LLC. I am requesting that you look at the legitimacy of the company
Alamance Aggregates, LLC and provide our citizens with a public hearing to express our concerns and
hopefully get some answers.
I share the same concerns as I am sure others have concerning the proposed gravel mine,the safety
issues pertaining to the adjacent Colonial Hazardous Liquid pipeline and the Duke Power high voltage
transmission line; potential environmental impact to our air and water supply; consumption impact on
our aquifer that supplies our wells; and downstream implications of the water pollutants.
Many of these questions might be answered if we had a dialog with Alamance Aggregate, LLC, but
phone calls answered by a voice mail are not returned and mail is forwarded from its PO box. The
physical address for the company provided to the NC Secretary of State is 342 Clark Road,yet there is
only a derelict shack at that location with no electricity.With no way to communicate with the company,
we cannot do any semblance of due diligence, determine this company's capabilities, its work record,
history of any fines or corrective actions filed against it or absolutely anything.
We are concerned by the lack of communication with Alamance Aggregate and its cryptic contact
information that appears to be intentionally veiling the company. In checking the records with the
Wyoming Secretary of State, I learned that the business entity was filed in February 2018 as
Alamance Aggregates, LLC with a business address of 30 N. Gould Street Suite 10628,
Sheridan,WY 82801,which coincides with a business called Wyoming Virtual Offices,offering
legal Wyoming address, phone numbers and mails services for entities who wish to form a
Wyoming company,show a Wyoming business address,collect mail (which is forwarded as
part of the services) and essentially appear to have a legitimate Wyoming business. More on

So they have 2 virtual offices,one in Snow Camp, NC and one in Sheridan,Wyoming. My question is who
is Alamance Aggregates and what are they hiding?Who are we opening our community up to with such

My name is Wendy Dunn, I am from a 5th now 6th generation family that has a farm
here, which has been farmed for over 200 years. To know that there have been people
to come look and acquire from out of state here in Snow Camp is very disturbing and
must be stopped! NOT A GRAVEL PIT MINE!! Farmland needs to stay farmland, farming
hay, oats, corn, soy beans cotten etc!! The creating of this requires the removal of
virtually all natural vegetation, top soil and sub soil to reach underneath. This leads to
loss of existing animal wildlife, a huge loss of biodiversity to the natural plants and
aquatic habitats will be destroyed. This will disrupt the movement of all surface and
ground water and would reduce the quanity and quality of our well water to us and
wildlife.The dust that would form in our air quality would be polluted to humans,
causing longterm health issues, and as well to the wildlife fish, bald eagles etc. The
blasting, the noise will be of an issue in our community. The physical changes to
landscape etc.The harm coming from the Crystalline S!Ica (Carcinogen)would also harm
all humans , the elderly with low immune systems, and again our creeks, lakes, etc.
Most of all the LOSS AND FRAGMENTATION OF CONTINUOUS NATURAL ENVIROMENT !
KEEP SNOW CAMP PEACEFUL AND BEAUTIFUL. We also have Sylvan Elementary School
that is up the road from the proposed area. We do not need the heavy traffic that

RE: Public Comment on the Alamance Aggregates, LLC Pit mine permit.
Good morning,
I am concerned that the proposed gravel mine pit near the intersection of Clark Road
and Quakenbush Road in S.Alamance County will have a significant negative effect on
my property and community.
I do not want the gravel pit mine to be allowed on the property.
Specifically, I foresee environmental and community problems from the operation of the
business.
• High potential for water quality derogation. We depend on well water for our
homes and farms.
• High potential for noise and visual nuisance.
There are other businesses in our area that are very unpleasant to live nearby. I am
thinking of the several lumber mills and the junk car lot in Chatham County on Snow
Camp Road.
The solar field is unsightly,but at least it does not make any noise or have any truck
traffic.
I do not want another large area,large machine,large impact business in our quiet rural
neighborhood.
• Increase of truck traffic and accidents on our residential (rural residential)
roads.
• High potential for soil erosion on the property and all over the watershed. The
people of this community depend on a stable environment for our health and
livelihoods.
What arrangements have been made to assure that this business will not destroy the
land within its borders and affect the whole watershed outside its borders?

The pure proposed

Quakenbush Rd in Snow Camp NC. To my knowledge no environm tal impact
study has been conducted and affected residents have had no opportunity for
public input or been provided information on the scope of the project. As a
person who lives in close proximity to this project I have serious concerns about
the environmental and safety issues this presents to our community. These
include potential groundwater and well water contamination, dust and air quality,
increased traffic and the effects on wildlife, local farmland and livestock. The
project is located near several bodies of water and creeks including a 26 acre lake
that serves as a habitat for several species of fish, migratory water fowl (geese,
ducks, etc.) and permanent fowl such as hawks, osprey, blue herons and
American bald eagles. In addition, the lake has a soil dam and vibrations from
blasting may affect its integrity. Finally, one of the byproducts of mining and
crushing of gravel is Crystalline Silica a known carcinogen
(http://www.osha.gov/OshDoc/data General Facts/crystalline-factsheet.pdf)
which could be introduced into the air in close proximity to adults, seniors,
wildlife, lakes and creeks and this site is less than 1.5 miles from an elementary
school. Perhaps most disturbing is that a Hazardous Liquid Pipeline runs either
directly through the site or extremely close. What will be the effect of blasting on
this pipeline? Because we have received no information we have no idea how
these issues will be addressed.
