I know our new deadline is on October 18th by 5pm. I want to make sure we send everything correctly because its a little confusing on the website. I also needed to verify if it has to arrive to you by the 18th or postmarked by the 18th. I have tried to call a few times and left you a voicemail as well. No adjoining land owners have been labeled. The map does not appear to have been drawn to any certain scale. I do not feel that an inspector could use this map to determine locations in the field. During an inspection with Stephanie Graham and Kristin Hicklin, several small ®.- mining areas were noted scattered throughout the wooded areas south of the creek near mining area #8. These areas must be included on the map. Other issues also exist. It does not appear that page 9 of the mining application has been completed. IBEAM shows that the bonded acreage for this site is 3.46 acres which is consistent with the last Mining Permit. However, the mining application for this I.submittal has a disturbed acreage of 3.2. This must be clarified. It does not _,r✓, appear that the disturbed areas associated with parking areas, paths, and the flume S have been included within the proposed affected area. The affected acreage chart on page 5 of the mining application has not been filled out. Page one of the mining pplication indicates that the name of the applicant is Hiddenite Gems, Inc., but T" the name shown on the check received for the review fee is Watkins Gem DBA Hidenite--si6'S Gems Mine. This should be clarified to verify who the proper owner is. Finally, O.K.. the revegetation plan shown on the application does not appear to be as detailed as the one shown on the current mining permit. ye grass should not be used. Please let me know if you have any questions regardin this matter. wt e Thanks, VAy-,, C.T. l'-11-4'Vlr. `tj- Charles Gerstell - Charles.Gerstell@ncma_.l.no;. ---- En'v _._..- - — -.... These comments are provided in accordance with certain provisions of the Mining Act of 1971 (as amended, 1982; G.S. 7446 through 74-68; 15 NCAC 5) and the North Carolina General Statutes (G.S. 113-131 et seq.). The mine proposes to increase the size of Area # V to 160 square feet by 160 square feet. In addition, the operators are requesting a ten (10) year permit. Based on our review of the submittal, we will not object to the permit renewal and modification as the activities are located within the existing mine boundaries. Woody debris (slash or large trees) removed during development of the site should be placed along the outer stockpile/compost area construction limits in the form of brush piles and downed logs to provide cover and nesting habitat for wildlife. Autochthonous plants should be used for revegetation and reclamation activities. NCWRC biologists should be consulted during reclamation planning. C. Gen. Stat. §74-46, et sea., and the administrative rules promulgated thereunder. Kristin Hicklin Asst. State Mining Specialist Land Quality Control Raleigh, NC Hear Kristin: The Emerald Ho low ne is making request for renewal and small modification of mining permi #.02--4. Due to the conservative use of our properties' natural resources, we can continue to use the permited areas with one modification. We want this permit for 10 years. We get maximum use of all soil mined. We are not about mining up quickly, for the purpose of finding as much emeralds for commercial sales as possible. Mining as much as you can quickly is not our plan. Our goal is to .educate students -of North Carolina, elementary through college and recreational mining for travel -tourism and rock hound. This allows us to mine the hydrothermal veins in search of emeralds and 63 other semi- precious gemstones and minerals. This is a slow process and most have failed because they are production mining. Since we are recreational mining, the natural beauty of the land, along with the lure of the emeralds are being used as an attraction. Our goal is to keep as much as possible a coexistence with the wildlife, wildflowers and other natural foliage growth. We do all that we can to promote our properties as a park, a place where mining for gems is .enjoyed by the public. We are the only emerald mine in the world that allows you to dig for emeralds, find them and keep them. We need only one modification of the existing permit to amply continue our mining process at Hiddenite Gems, Inc. Area #V will need to be increased from present size to 16.0 ft x 1601 This increase will let us continue mining, with careful .attention to the use of these natural resources. We will continue to enjoy success and hopefully the education of many students to the wonderful natural resources of North Carolina. PROTECTION OF NATURAL RESOURCES f . Describe in detail the sequence of events for the development and operation of the mine and reference the sequence to the mine map(s). Attach additional sheets as needed. The mine has been established to best suit the travel -tourism and rock hound fee -digging trade. Ore is mined from Dig Area #V by backhoe approximately three hours per week. The ore is placed so that it can be scooped up by shovel into buckets on a trailer. Ore is then transferred to flume. The ore is then washed by hand. The sediment and water is separated at the end of the flume in the silt collector. This sediment and water is processed through a closed water system permit #W Q0005163. Reclaimed soil is then taken to Area #II and stored. It is then sold or given away for field dirt. The water is recycled back to Area #llI, the supply pond. Mining Area #VlII is used for school programs, to teach mining laws, purposes of clearing land for surface collection as a means of locating a natural gemstone resource. Erosion control is also taught here using this Area #VlII as example. 2. Describe specific erosion control measures to be installed prior to land disturbing activities and during mining to Prevent offsite sedimentation (include specific plans for sediment and erosion control for mine excavation(sJ, waste piles, access/mine roads and process areas), and give a detailed sequence of installation and schedule for maintenance of the measures. Locate and label all sediment and erosion control measures on the mine in p(s) and provide typical cross-sections/construction details of each measure. Engineering designs and calculations shall be required when needed to justify the adequacy of any proposed measures. Area 1, Silt Ponds are silt fenced and have hay bales on downhill side of tailing ponds. Grass seed is broadcast on all surfaces. Growth of grasses .and yegetation surround the 1, 2 & 3 sediment ponds. Silt fence and hay bales surround the slightly downhill slope of the enclosed water system, Area #1, Permit #wQ0005163. Only the water and the freshly reclaimed soil is not planted. Upkeep of this system is a continuous process. We keep a backup water pump for silt pond43 in ease the pump goes down. This closed water permit is the heartbeat of our operation. Access to the #I Area has crush and run gravel with #3 stone on top from entrance to silt collector at end offlume. Entire area around flume is graveled by crush and run. Vegetation surrounds this graveled area. Area II is used for temporary storage of reclaimed soil. Downhill slope has grass and vegetation growing in the dirt. Permanent berm cachement has been established using your instructions with large rip rope stone. The sediment is continually monitored and repaired to get maximum runoff control. Area III, the Supply Pond Dam, is planted in grass and flowering trees. Rip rope stone lines the inside of the dam to control any possible damage to dam. The top is maintained by crush and run gravel. Area IV, Dig Area by hand digging. No possible runoff. Natural brush and tree barrier. Area V, Dig Area is designed for any erosion to drain into mine pit. Area surrounded by natural brush and trees. No possible runoff. Area VI, Dig Area is surrounded by natural brush and trees. No possible runoff. Area Vii, Dig Area is surrounded by natural brush and trees. No possible runoff. Area Vill, Dig Area is used for surface collecting, mining laws and erosion control education for field trips for school. children. of North Carolina. Three cachement berms are permanently established using rip rope .dirt piles seeded with natural plant and growth on mounds. This placed on downhill side #3 stone used between two sediment caches for road maintenance and complete erosion control. APPLICATION FOR A MINING PERMIT c.
