RE: Permit Modification—Response to Comments
Mine Permit No.53-26,Sanford Quarry,Lee County
Dear Mr.Parr,
Luck Stone was provided a letter from the North Carolina Department of Environmental Quality(NCDEQ),dated September 4th
2024,with comments pertaining to a permit modification for Sanford Quarry in Lee County,NC. Luck Stone has completed the
following responses to the permit modification comments. Please review the following NCDEQ comments,the appropriate Luck
Stone response and all attachments:
1. Please note that all sediment and erosion control measures(culverts/ditches,basins,construction entrance,etc)and
construction/maintenance details,including those requested below,must be shown on the Mine Maps.Though the
City of Sanford has approved the plans for the South Carter Industrial Site,a sediment and erosion assessment
must also be approved by the regional office for the mining permit as a whole.The mine application must stand on
its own and therefore this information must be included on the mine plans as well.
Luck Stone Response—Detailed design and construction plans associated with the entrance road to the quarry were
submitted with the June 5,2024 response to the NCDEQ. While the county had approved this design,we were
unaware the plans were not formally reviewed by NCDEQ prior to this mine permit modification submittal.
Regardless,the previously submitted package should include all requested items.
2. Please clarify if additional culverts,pipes,or diversion ditches are planned for installation along the access road.
a. Provide design calculations for culverts and storm sewers(include HW,TW,and outlet velocities).
b. Provide adequate pipe inlet and outlet protection for the culverts.

requested items.
3. Provide perimeter erosion and sediment control measures around the existing and proposed access road to prevent
erosion and sediment from transporting outside of the permit boundaries.

submitted with the June 5, 2024 response to the NCDEQ. The previously submitted package should include all
requested items.
4. Provide a plan detail and specific construction sequence for the installation of the proposed bridge across the
wetlands onto the site.Ensure any additional temporary work area necessary for this installation is shown on the
plans.
Luck Stone Response—Detailed design and construction plans associated with the bridge phase of construction have
been attached with this response package.
5. The USACE 404 permit that was submitted appears to be for the South Carter Industrial Site and that
project does not address the installation of the bridge over the wetlands.Please provide proof that land
disturbing activities have been approved to build a bridge over the wetlands.
Luck Stone Response—The approved USACE 404 permit related to the entrance road has been attached
with this package. A separate application is currently under review for all future impacts associated with
development of the site. This review is near completion and will be submitted upon approval. No work
within any jurisdictional waters will begin prior to all necessary approvals.
6. Please provide construction and maintenance details for the access road proposed, including the
roadway material.

7. Please provide a construction entrance from the access road onto NC Highway 87(or the access point
that connects exposed sediment areas to paved surfaces)to prevent sediment tracking from the site onto
the public roadway.

8. Please submit a seeding specification/schedule for reclamation.
Luck Stone Response—A seeding specification/schedule has been included on an updated reclamation
plan map. This updated map has been included in this response package.
