Dunn <hgdunn@poynerspruill.com> Subject: RE: [External] Rouse mine application Good morning, Mr. Dunn After our call last Tuesday, I revisited the Rouse Mine permit application.The proposal is a new sand mine located on 33.43 acres of land approximately 12.1 miles southwest of Kinston, NC near the intersection of Davis-Hardy Road and John Davis Road.The mine is proposed to have three excavated areas within the permitted boundary, excavated to a depth that averages-20' with a maximum -25' depth. The side slopes and reclamation plans appear to be standard design with watercourses, wetlands, and buffers noted on the plans. During my initial review of the project in June, I did not see anything that caused significant concern with regard to wildlife resources. Mining operations appeared to have avoided wetlands, water courses and buffers to the greatest extent possible and the depth of mine and distance from wetlands I did not believe would significantly alter wetland or ground water hydrology. I did not know of any record of threatened or endangered species in the area and the habitat did not look to be suitable for those species either. This morning I ran the US Fish and Wildlife Services (USFWS) Information for Planning and Consulting (IPaC) on the site (this is a recommended practice for any development proposal and can be done by the applicant or consultant to initiate coordination with the USFWS https://ipac.ecosl2here.fws.gov/). This exercise provides a list of species that could possibly be within the county/project area but not that are necessarily affected by the proposal.The species list included the proposed endangered (not yet listed)Tricolored Bat, similarity of appearance to a threatened taxon American alligator,threatened Neuse River Waterdog, endangered Carolina Madtom,threatened Atlantic Pigtoe, and candidate Monarch Butterfly. Since the mine proposal will have no discharge to the Neuse River,the Neuse River Waterdog, Carolina Madtom and Atlantic Pigtoe will not be affected. Recommendations for the American alligator would be to avoid interactions.The Tricolored Bat and Monarch Butterfly are not listed at this time, but better management practices may include tree removal or vegetation management outside torpor or nesting seasoning for bats. After this review, I do not foresee that the project as proposed will have significant impacts on wildlife resources. I hope this information aids in your interpretation of this project.
