NORTH CAROLINA Direnor Environmental Quality October 9, 2023 RECEIVED MEMORANDUM TO: Mr. Adam Pan LAND QUALITY NCDEMLR-Land Quality Section MINING PRppRAM FROM: Michael Bauer Ground Water Management Branch Division of Water Resources SUBJECT: Comments on the Mining Permit Request for: H & S Land, LLC. Dunnie Hole Mine Wayne County Please find attached a copy of the mining permit request for the above referenced project. The Donnie Hole Mine located in Wayne County does not appear to have an unduly adverse effect on ground water supplies since there is no dewatering proposed on site. However, if the mine starts to withdraw 10,000 to 100,000 gallons per day (gpd) of water, they will need to register their water withdrawals with the Central Coastal Plain Capacity Use Area (CCPCUA) water withdrawal program. If this mine starts to withdraw 100,000 gpd or more of water, they will need to obtain a CCPCUA water withdrawal permit. 15A NCAC 02E .0500: A Central Coastal Plain Capacity Use Area (CCPCUA) water withdrawal permit must be obtained from the Division of Water Resources if the withdrawal exceeds 100,000 gallons per day and occurs in Beaufort, Carteret, Craven, Duplin, Edgecombe, Greene, Jones, Lenoir, Martin, Onslow, Pamlico, Pitt, Washington, Wayne, or Wilson County. If you have further questions, please contact the Division of Water Resources at (919) 707-9004 or, send correspondence to 1611 Mail Service Center, Raleigh NC 27699-1611 or, go online to www.ncwater.org/CCPCUA. ih t Jinn U x i .l l m i r l uu:dn 1), .i , I U-iu 2aomc P%,,a d.Ah,— 12 N lh 5uli.l r Str I R:J:i h ni nl J 111`1.-1,' WOO
