REPORT SUMMARY Project Description: The proposed mining operation is located on the Enochville,NC USGS quadrangle in Rowan County,North Carolina. The proposed mine is shown on the attached Cover Sheet C-100. The mine is applying for a mine permit. The applicant sent a Notice of Intent (NOI) in October 2023 for storm water discharge from the mine pit is regulated under the NPDES General Permit#NCG020000. The mine is proposing to excavate and disturb an approximate 27.2 acres plus berms and buffers outlining he mine area containing an additional 27.2 acres, and future reserve area of 13.4 acres permitting a total of 68.3 acres. The total disturbance of the proposed mining area will contribute approximately 30.4 acres into three sediment ponds in series, referenced as Pond Nos. P-1, P-2 and P-3. The design of this storm water management system is to control the Total Suspended Solids for the 10-yr/24-hr and 25-yr/24-hr event created by the proposed mine operation. Pond P-1 is designed to allow sand recovery from the site and the proposed Process washing area utilizing a screw wash, a screen area, and mobile concrete crusher. The system is designed for stormwater runoff to enter the tailings pond area by overland flow. The designated tailings ponds P-1, P-2, and P-3 all utilize circular riser pipes with orifices as shown in detail on Sheet C-501 to control the runoff outflow. Controlled release from the tailings ponds are connected with barrel piping with inverts set above the anticipated sediment storage loads to minimize potential sedimentation within the barrels. Outlet protection or plunge pools have been added to minimize the potential internal pond erosion resulting from the higher velocity discharge of water from the barrel outlets. One floating siphon is proposed within P-3. The tailings pond P-1 will be utilized to recover washed sand for resale. Ponds P-2 and P-3 are designed to settle out silts from the operation. II. SEDCAD Hydrologic and Sedimentation Model: The volume of sediment run-off from the subject site has been estimated, based on an hydrology and sedimentology computer model, using SEDCAD Version 4. The model is supported by research efforts performed at the Agricultural Engineering Department of the University of Kentucky and the Office of Surface Mining. Recently, other regulatory agencies, such as the State of South Carolina adopted the SEDCAD design technique for designing erosion control plans. 3 1.0 Design Basis The volume of soil erosion has been estimated based on the Williams' modified universal soil loss equation, RUSLE. The basic design estimated soil losses based on the following parameters: A Area of Disturbance R Rainfall Intensity K Soil-Erodibility Factor CP Erosion Control Practice Factor L Slope Length S Slope Gradient PSD Particle Size Distribution SG Specific Gravity of Soil 2.0 Soil and Rainfall Data According to the Rowan County SCS Soil Survey, the soils within the watershed are identified as the Rion and Wedowee series. The soils are classified as well drained or Hydrologic Class B (K=0.20 to 0.26). Two (2) soil samples were collected from the proposed pit area for grain size analysis and a comparison made with the characteristics of the Rion and Wedowee series. The soils sampling locations are shown on the attached C-205, referenced as S-2. A grain size distribution test for each soil sample was performed and results are shown in Appendix A. Therefore, for the purpose of this study, the soils within the watershed were tested for grain size for sedimentation modeling. Results of the grain size distribution are contained in Appendix A. Rainfall data for the area was obtained from the NOAA Atlas Chart 14, Kannapolis, North Carolina. 3.0 Predicted Sediment Discharge The quantity of sediment eroding from the subj ect site and from other areas within the watershed has been estimated using the SEDCAD computer model. Two (2) storm events were selected,based on the 10 yr/24-hr(Appendix A)and the 25 yr/24-hr (Appendix B) events for a rainfall of 5.07 inches and 6.01 inches,respectively. Results of the sedimentation model shows the proposed ponds to provide 80% removal of Total Suspended Solids. The model predicts a discharge of 6 ml/1 of TSS. The results is less than 100 ml/l allowed by the General Mining Permit limitations for NPDES discharges.
