Secretary BRIAN WRENN NORTH CAROLINA Director Environmental Quality August 4, 2021 Mr. Robert Mishak 15680 Glenmore Road Gold Hill, NC 28071 RE: On-going Blasting Complaint Gold Hill Quarry, Mine Permit No. 13-04 Cabarrus County Dear Mr. Mishak: Our office has completed its review of Vulcan Material's blasting information, including blast reports and seismograph recordings, related to the blasting conducted between January 7, 2020, until June 14, 2021, at the Gold Hill Quarry. It was found that Vulcan Material was compliant with the blasting requirements of its mining permit during the period in question. All peak particle velocities, a measurement of ground vibration with units in inches per second (ips), were well below the maximum allowable limits specified in Vulcan Material's mining permit. More specifically, all recorded values were at or below 0.13 ips at the closest offsite occupied structure (the location where compliance with the permit limits is determined). According to extensive research by the U.S. Bureau of Mines and others, particle velocities below 0.5 ips effectively eliminate the possibility of any structural damage. All airblast readings, a measurement of the atmospheric pressure wave (overpressure) with units in psi or dBL, were also below the maximum allowable limits specified in the mining permit and well below the U. S. Bureau of Mines' recognized level of 164 dBL for prevention of glass breakage. A key point worth noting is that glass breakage occurs at much lower levels of overpressure than structural damage, such as cracking plaster. The results of the shot I monitored at your property on June 4, 2021, showed a peak velocity of 0.068 ips at 24 Hz, and an acoustical peak of 111 dBL; both amounts are below the Mining Permit limits. �c101 D_E 0% . Deep Earth Logic monitors the vibration and air overpressure at a permanent location closer to the quarry called the Vaughn Property. Deep Earth Logic has prepared this report analyzing the seismograph results from the blasting and then compared that data to the allowable state limits from the State of North Carolina and industry-accepted guidelines. Deep Earth Logic also monitored a blast at Mr. Mishak's home on June 4, 2021. The Vaughn Property is roughly 700 feet closer to the quarry than 15680 Glenmore Road. Md Vaughri Property oe Quarfy r 6 ©Deep Earth Logic,LLC 2021 Issue Date:09-Dec-20 Mishak(15680 Glenmore Road) Vulcan Materials Gold Hill VIBRA TION ANAL YSIS AND REVIEW Extensive seismic research during the last forty years has established ground motion criteria that define the potential for the occurrence of both cosmetic and structural damage. Ground motion criteria is most commonly expressed in terms of peak particle velocity (PPV), the rate of ground movement at a given point produced by ground vibrations as they pass that point. The United States Bureau of Mines (USBM) conducted numerous studies to determine a safe vibration level for buildings near blasting activities to prevent even cosmetic damage. Their recommendation was a vibration limit between 0.75 and 2.0 in/sec, which varies according to the vibration frequency. The USBM recommends lower vibration levels at lower frequencies and allows for higher vibration levels at higher frequencies. Practical, safe criteria for blasts that generate low-frequency ground vibrations are 0.75 in/sec for modern gypsum board houses and 0.50 in/sec for plaster on lath interiors or sensitive structures. For frequencies above 40 Hz, a safe particle velocity maximum of 2.0 in/sec is recommended for all houses and typical structures. Many states, counties, and cities, including the State of North Carolina, have adopted the USBM recommendation as a safe vibration level guideline.The USBM damage criterion is very stringent; however,it is also a very conservative threshold measure of actual damage. In essence,if vibration from a blast is over the USBM safe limit, it is not guaranteed that damage will always occur. Scientific research has extensively shown that if the blasting activities do not produce vibration levels that exceed the limits set by the US Bureau of Mines, the cosmetic damage potential (and thereby structural damage) from blasting is zero. The peak vibration recorded occurred on May 26, 2021 with a vibration level of 0.12 inch per second at the Vaughn Property; and the peak air overpressure occurred on January 18, 2020 with an air overpressure of 127 Decibels at the Vaughn Property. Appendix B,at the end of the report, displays the actual seismograph waveform. 0 Deep Earth Logic,LLC 2021 Issue Date:09-Dec-20 Mishak(15680 Glenmore Road) Vulcan Materials Gold Hill SEISMOGRAPH RESULTS- VIBRATION A seismograph monitors the ground for any vibration or movement. When the ground vibration reaches a certain intensity level(also known as the trigger level),the seismograph will record that vibration for a pre-determined amount of time(typically five to ten seconds). The seismograph set up to monitor vibration at Vaughn Property had a trigger level set to 0.02in/sec. The US Bureau of Mines graph shows the vibration results from the controlled blasting, recorded at Vaughn Property. Any blasts that would not have triggered the seismograph do not appear in this graph. The recorded vibration levels resulting from the blasts at the Vulcan Gold Hill Quarry are well within the North Carolina state legal limits and within the levels set forth by US Bureau of Mines defining cosmetic damage criteria levels as described in the previous section. The North Carolina state limit for air overpressure is 133 decibels. Similar to vibration, air overpressure levels decrease when the distance to the point of blasting operations is increased. The air overpressure graph shows the air overpressure recorded at Vaughn Property. The air overpressure was well under both the North Carolina state limit and industry guidelines outlining damage criteria. The most accurate way to represent air overpressure is in PSI (pounds per square inch). The air overpressure for the blast is graphed on the PSI scale with the equivalent dBL level labeled on the chart. The fifty-seven blasts that were monitored and recorded by the seismograph are shown on the chart. Building materials shrink or swell due to changes in ambient moisture and/or temperature; seasonal and even daily cycles can occur. Cyclic widening and narrowing of existing cracks is often observed, and new cracking occurs in all structures, over time, due to natural stresses. Even a newly completed house or renovated home will be found to have interior cracks and gaps, especially at seams, headers, or where different building materials are joined. Numerous studies well document these naturally occurring phenomena. Scientific research on blast effects has measured the effects of everyday environmental stresses as they compare to controlled quarry blasting. Environmental stresses act slowly and mostly silently, and so are less evident than blast events. However, even low levels of environmental stress are well documented to exceed stress levels from the maximum allowable limits for blast effects.Some of the results from several different researchers are summarized in the graph below. The human body is very perceptible to vibration and air overpressure, especially while in a home or structure, small vibration changes can be noticeable. This finding is based upon: • Vibration&air overpressure data and blasting records from the Gold Hill quarry • Evaluation of the current blasting program and off-site seismograph results • Extensive scientific studies of blast vibration and air overpressure effects • Strict limits imposed by the State of North Carolina and industry guidelines • Observing similar conditions in structures where no blasting has occurred.
