Please find attached the following items: • Two copies of the revised plans(Sheets 1 thru 9) • Two copies of the Corp of Engineers Jurisdictional Determination for the project area. • Two copies of a screenshot of the Cabarrus County GIS website showing the location of adjacent property owners on the western side of the site. The names of the landowners have been added to the map for clarity. • Two copies of a design calculation for a plunge pool to be located at the end of slope drains. The plans were revised to address the review comments. The comments are listed below along with the changes made to the plans. 1. Provide proof, such as copies of the signed return receipts from certified mail that Sparkle Properties LLC and Jason Hand Rebecca D Cline have been properly notified. Sparkle Properties LLC does not border the Gold Hill Quarry. A screen print from the Cabarrus County GIS website is attached showing the location of Sparkle Properties LLC tract and Vulcan Lands LLC is attached. A copy of the Cline return receipt is attached. A copy of the unclaimed notice to the Rinehardt's is also attached. 2. Provide proof that your company has obtained the necessary Certification for the impacts to the stream. No stream impacts are proposed. Attached is a copy of the Corp of Engineers Jurisdiction Determination for the project area. There are no streams within the project area. 120 South Main Street • P.O. Provide cross sections for each phase of the Western Storage Area.Label the slopes on the cross sections. Include a detailed description of the material placement including lift heights and staged seeding. Provide time frames for temporary and permanent stabilization. Profile B-B showing the proposed fill associated with Phase 1 has been added to Sheet 8. The proposed grading for Phase 2 and 3 along with temporary erosion control measures have been added to Profile A-A on Sheet 8. Notes have been added to reflect the proposed 2:1 grading on the exterior and temporary slopes. A Material Storage Cross-Section A-A label has been added to the Phase 2, Phase 3, and Phase 4 grading sheets (Sheets 4, 5, and 6). A Material Storage Cross-Section B-B label has been added to the Phase I grading sheet (Sheet 3). The fill placement was split into 4 phases to manage the grading into sections that will all the quarry to divert the bulk of the drainage area into the pit and provide erosion control measures for the active disturbed areas. The grading plans and profiles show the proposed heights of each phase. The intermediate lift heights in each phase will vary with the amount of material generated by mining activities, which changes yearly based on the economy and material demand. The construction sequences for Phase I thru Phase 4 have been revised to include the following text "Provide A Temporary Groundcover On Exterior Slopes And Inactive Fill Areas Every Spring And Fall". A 2:1 slope note was added to the Permanent HDPE Slope Drain profile on Sheet 8. The slope labels have also been added to Profile A-A and are shown on Profile B-B. 4. Provide details regarding the elimination of the basinds, such as when and how they will be eliminated.Basins must only be removed when the areas draining into them are completely stabilized. The construction sequence includes notes that the upstream areas must be stabilized prior to the removal of a sediment basin. The majority of the area originally draining into a sediment basin at the beginning of a phase will be diverted to flow north by the proposed grading. This will leave a reduced drainage basin that includes the diversion ditch at the toe of the slopes, the slope benches and the storage area in the basin flowing into the basin. A note has been added to place North American Green SC150BN on the fill slopes in areas where the basins are being filled. A construction detail showing the removal of the sediment basin has been added to Sheet 9. 5. Provide additional sediment control measures for Phase 1 construction(Sheet 3 of 9). A diversion berm has been added on the southern end of the disturbed area. The berm will be constructed during the initial phases of clearing to divert runoff north and west. The slope drain on the southern end of the fill area for Phase 1 has been shifted and revised to flow into the diversion channel running south to reduce the potential for sediment to flow south from this area. alley, Williams, carmen & king, inc. as OK Ms.,Judy Wehner, Assistant State Mining Specialist July 10,2020 Page 3 All other areas drain to the south and into the pit. 6. Extend the temporary diversion ditches in Phase 2 and Phase 3 up to Phase 1 construction drawings. The diversion channel along the southern end of the site in Phase 2 begins at the western edge of Phase 1. Additional silt fence has been shown in this area. The slopes in Phase I will have been stabilized once construction of Phase 3 begins. Silt fence has been added to areas where a sediment basin will be removed. 7. Provide sediment ontrol for the small section that flows south. A diversion berm has been added to the initial construction of Phase 1. Silt fence has been added to the area below the fill slope for Phase 2. Please note that this area will be stabilized during in the early stage of Phase I construction. 8. Provide plunge pools for the slope drains. Plunge pools have been added to the slope drains. See the construction detail on Sheet 9. A symbol has been added to the site plans and the mine map legend. A note has been added to the slope drain detail on sheet 8. A copy of the design calculations for the plunge pool is attached. A worst case design has been provided and all slope drains will use this design for the outlets. 9. Provide wattles and matting along the long benches. Wattles have been provide at the inlets of all slopes drains. The legend has been revised to include the use wattles at inlets and a wattle detail has been added to sheet 9. Notes have been added to the construction sequence of each phase of the project directing the installation of wattles at slope drain inlets and North American Green SC 125 as a liner in the slope benches. Labels have also been added to the site plans. Wattles are not shown in the drainage benches if the channel has been stabilized in an earlier phase. The following items were also revised in the construction drawings: • The sediment basin detail on Sheet 7 was revised to make a note concerning a access pier an alternate for construction. VMC will decide if a pier is needed for access after the basins are constructed. • The text for the scales used for Profile A-A on Sheet 8 were corrected to reflect a 1"=100'/1"=10' ratio. an alley, Williams, carmen & king, inc. _ OK Ms. Judy Wehner,Assistant State Mining Specialist b 1 July 10,2020 Page 4 • Additional labels have been added for the temporary high wall barrier located at the top of the grading for each phase. • A note was added to indicate that the permanent storm drainage systems installed as part of the material storage area construction were to remain.
